Chief Information Officer, OptumServe (765181)

Position Description






The primary focus of the newly created CIO role will be developing and implementing the technology vision and plan for OptumServe, whose mission is to help federal agencies tackle some of the biggest challenges in health care. We partner with the Departments of Health and Human Services, Defense, Veterans Affairs and other organizations to modernize the U.S. health system and improve the health and well-being of Americans.



 

We are looking for a technology leader with demonstrated thought leadership in architecting and delivering large scale, complex and innovative technology solutions in the federal market. You will leverage your technology expertise and understanding of market trends to develop a multi-year strategic technology plan that enables the scaling and growth of our business and delivering differentiating value to our customers.




Core responsibilities will include: 


 

  • Lead strategic technology discussions and planning with executive team to drive and influence the creation of an integrated, innovative technology suite

  • Architect and design technology solutions to enable integration of business and IT priorities and the integration of technologies required to enable OptumServe business units to reach their respective operating objectives

  • Foster a culture of innovation through utilization of DevOps and Agile

  • Oversee the end-to-end process for the delivery of technology solutions

  • Accountability for overseeing all IT service to the OptumServe customers

  • Attending external client meetings on behalf of OptumServe and/or its business units representing the IT discipline

  • Partner and guide cross-functional teams to ensure successful delivery of solutions from concept through launch

  • Build and maintain the relationships with the OptumServe and Business unit leadership at the Participate in stakeholder planning and strategy meetings and ensure the correct parties are aware of the strategic direction, risks, progress, and results

  • Drive ROI and obtaining value from IT related capital expenses including support for costs and benefits included in the business case

  • Ensure solid performance of applications, infrastructure, telecom, data center services within proper security guidelines per contracted agreements

  • Scale IT staff, skills, infrastructure and applications to meet the growth goals as established by strategic direction, growth goals and contract trending

  • Develop and maintain relationships with appropriate technology partners (internal and external) in developing, deploying, and supporting technical solutions 

  • Drive consistent communication across a cross-functional IT team as well as within the customer leadership team

  • Support business acquisitions by providing leadership in the evaluation of IT platforms and post-acquisition integration planning





Professional Experience:



  • Seasoned, visionary leader with executive presence in the federal market

  • 20 + years career within the technology profession; demonstrated progressive accomplishments

  • History of building and inspiring high performing, innovative technology teams

  • Proven software engineering and architecture leadership experiences

  • Previous experience leading highly matrixed teams

  • Demonstrated success using a DevOps model/culture and Agile methodology to deliver solutions

  • Proven quick-study with intellectual curiosity

  • Track record of success building strong relationships with internal and external partners

  • History of gaining support for initiatives through influence and use of business rationale 

  • Ability to explain complex technical issues to key stakeholders in business terms

  • Promotes teamwork and manages individual and organizational performance towards business goals and objectives

  • Proven ability to make and implement tough decisions

  • Experience in strategic planning and leadership in the application of information technology in the federal market

  • Demonstrated understanding of corporate financial disciplines – budgeting, reporting and P&L

  • Exercises sound judgment and discretion in decision making

  • Possess organizational proficiencies to oversee multiple initiatives simultaneously and work in a fast-paced environment under limited supervision with excellent follow-through on detailed tasks
