Purpose: To drive strategic RFP responses that are persuasive, compelling and customer-focused. This is a strategically important position that will have a significant impact to grow the business.
The Associate Director, Proposal Development & Execution is responsible for the overall request for proposal (RFP) process for the Public Sector and Commercial Strategic market segments of the Optum Rx growth and retention organizations which include highly complex RFPs exceeding $750M – $10B opportunities. This position is responsible for ensuring all components of the proposal are strategically written, align with the sales strategy and submitted accurately, competitively, and on time. This role includes all aspects of the proposal development and execution process concentrating on an efficient and effective proposal process and ongoing staff development.

Primary Responsibilities:
- Lead and manage the proposal team for the following market segments: Public Sector and Commercial Strategic
- Coach, lead and guide proposal staff to ensure competitive and compliant RFP responses
- Coach, lead and guide proposal staff through rigorous and stringent public sector requirements
- Coach, lead and guide proposal management staff to be self-sufficient throughout proposal development, performance monitoring and skill-building trainings
- Coach, lead and guide assigned proposal team for each RFP, providing guidance and direction on bid strategy and positioning
- Coach and guide the proposal team through the Must Win and Intergalactic proposal process
- Participate in presale activities to fully evaluate opportunity prior to RFP release working with the Market President, Sales Executives, VP of Pricing / UW and VP of Clinical Consulting
- Work in close partnership and collaboration across the organization including but not limited to Sales, Account Management, Underwriting, Operations, Product and Executive Leadership
- Develops solid relationships with our internal customers that help to produce high quality work. Focuses on understanding the needs of the customers to assist the Sales team in selling new business
- Creates, builds, and maintains relationships that enhance the performance of the business, including those outside direct control. Obtains commitments from individuals or groups to ensure organization’s success. Ability to influence individuals at all levels of the organization
- Ultimately responsible for ensuring winning proposals that articulate why Optum Rx is the choice to solve stated customer needs
- Generate excitement about the organization and opportunity, creating a desire among peers to strive for excellence
- Effectively communicate and present information to senior leadership for risk-based decisions
- Self-starter, able to adapt to rapidly changing conditions; continually seeks ways to improve process; demonstrates creative, cost-effective solutions; idea generator with confidence and persuasiveness to sell ideas

Required Qualifications:
- 10+ years of experience managing RFPs in the PBM or health care industry
- 10+ years of experience managing complex proposal projects in PBM or health care industry
- 10+ years of experience managing proposal teams within the PBM or health care industry
- Experience in the Public Sector market segment
- Solid, comprehensive knowledge of the industry, our Company and our products and services
- Proficiency in Responsive, Microsoft Office Suite, including Teams and SharePoint
- Ability to understand complex RFP requirements specific to multiple markets (Commercial and Public Sector)
- Proven excellent written and verbal communication skills
- Proven ability to lead calls with c-suite executives in order to drive decision making
- Proven solid time management skills with ability to prioritize tasks and deliverables in a fast-paced, deadline-driven environment
- Proven flexible and able to cope with changing priorities

Residents Only: The salary range for this role is $104,700 to $190,400 annually. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
