The Director, Business and Market Development is a vital component to Optum Serve’s success and future growth. This role will be responsible for cross-functional and cross-program coordination across Optum Serve to support opportunities with the agencies they are assigned, while initially focused on T4NG2. This Director is responsible for strategic engagement and focuses on external relationships and preparedness for the procurement. This position will also drive the internal preparation and will be the intersection for the Optum Serve Growth team and external partners. This position will work directly with Growth Operations, Product and Strategy, Solution, Operations, functional business owners, the bid desk and outside consultants on distinct opportunities, both new and re-competes, that align with our business and growth strategies and key priorities to facilitate business and market development for Optum Serve.

Primary Responsibilities:
- Manage T4NG2 and VA (Veteran’s Affairs) IT opportunities
- Support other VA/ DoD/ DHA growth opportunities as required
- Prepare Bid/No-Bid gate packages for each task order opportunity and creates/updates strategic account plans for the T4NG2 account
- Collaborate with the VA IT senior growth executives to provide strategic support in advancing the VA business and achieving growth objectives
- Conduct comprehensive research, management, and data analysis on healthcare consulting projects, contributing valuable insights to inform strategic decision-making
- Actively participate in collaborative brainstorming sessions to address challenges within the healthcare consulting landscape, offering innovative solutions and strategies
- Apply critical and analytical thinking skills to effectively communicate insights and recommendations during meetings, webinars, and presentations
- Support qualitative and quantitative data collection efforts to measure, govern, and evaluate performance, contributing to evidence-based decision-making processes
- Stay abreast of current industry best practices through literature reviews, ensuring that our strategies align with the latest trends and advancements in the healthcare consulting sector
- Prepare written materials to effectively communicate research findings and strategic recommendations to internal leadership, fostering informed decision-making
- Work on proposal efforts to include capture, solutioning, and assisting proposal writers, proposal managers, business subject matter experts, technical experts, clinical subject matter experts, etc., with proposal writing and compliance reviews
- Track, identify and add qualified prospects to sales pipeline; including maintaining accurate and up-to-date information for all customer contacts in Salesforce
- Demonstrates an understanding of the federal market and competitive landscape
- Coordinate with Growth Operations teams to develop mutually beneficial proposals
- Lead internal readiness and coordinate with product and solutions teams to assist in driving strategies and solutions with cross functional expertise to meet agency needs
- Responsible for critical content for relevant sections of proposal/task order responses and contribute to the response team’s understanding of our broader agency needs and strategy for the development of the overall response. Support development of key differentiators aligned to agency needs and priorities
- Contributes to the planning, coordination, development and facilitation of simultaneous work streams and action plans that drive toward agreed upon design or solution in support of Optum Serves overall growth strategy
- Influences without authority to motivate and inspire collaborative engagement, amid competing priorities of the team members
- Gather useful information from customer and competitor data
- Assist in the creation and implementation of processes and policies to support the overall business and market development
- Create key deliverables for internal and external audiences such as narratives and presentations that articulate growth opportunities, market potential, and business capabilities, and are aligned with the overarching strategy by leveraging market and competitive intelligence, independent research and analysis of data, organizational resources, stakeholders and business owners

Required Qualifications:
- 5+ years of experience leading business development lifecycle, including collaboration with Capture, Proposal, Solution, Pricing and Operations teams on winning bids
- 2+ years of experience in VA (Veteran’s Affairs) IT
- Proven ability to analyze market trends and develop market strategies to satisfy customer needs and grow revenue opportunities
- Willing and able to travel up to 50%
Preferred Qualifications:
- 2+ years of healthcare industry experience
- Experience in proposal writing or product management or program development/management
- Ability to quickly understand core business capabilities and operations and translate these to understand how that can meet client/ agency requirements or emerging markets
- Demonstrated strategic thinking and business acumen with the ability to align people, related strategies and recommendations with business and growth objectives
- Proven excellent consultative, interpersonal communication and presentation skills, executive presence
- Proven ability to analyze client trends and needs and develop solutions to address them
- Operations and/or implementation experience

Residents Only: The salary range for this role is $122,100 to $234,700 annually. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
