The Workforce Development Administrator (WDA) coordinates the health plan’s LTSS, personal care services and home health provider network workforce development efforts to support LTSS, personal care services and home health network providers in building, maintaining and maximizing a well-trained, adequate and consistent workforce that can meet the needs of the members we serve.
This is a fast-paced working environment that requires the ability to multitask with attention to detail and excellent organizational skills.

Primary Responsibilities:
- Works with the provider services and quality management teams to ensure the HCBS provider network has: Sufficient qualified workforce capacity to provide services; Required level of workforce that is interpersonally, culturally, and technically competent in the skills needed to provide services; and Agencies with an internal capacity for developing their workforce and are connected to external workforce development resources
- Confirms sufficient resources are available to collect, analyze and report provider workforce data
- Develops, implements, and monitors the health plan’s HCBS workforce development plan
- Monitors the health plan’s policies and procedures related to HCBS provider network development, management and support
- Works with internal SMEs, other managed care organizations (MCOs), HCBS providers, external stakeholders (AHEC, etc.), IDHW, and other workforce development entities to collaboratively plan and implement workforce development initiatives locally, regionally and state-wide
- Provides direct assistance, support, or recommendations on health plan investments and incentives to providers to enhance their quality, competency and sufficiency of their workforce
- Offers providers technical assistance regarding the workforce development practices

Required Qualifications:
- Experience in workforce development or resource planning
- Experience in workforce recruitment and training
- Intermediate knowledge of Medicare and Medicaid guidelines
- Proficiency with MS Word and Excel
- Proven good organization and planning skills
- Ability to travel 50%
- Resident of Idaho
Preferred Qualifications:
- HCBS and/or LTSS provider experience
- Provider facing experience
- Experience in human resources with a focus on recruitment, hiring, training and retention
- Knowledgeable about healthcare and managed care / health plans

The hourly range for this role is $28.61 to $56.06 per hour based on full-time employment. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
