The Associate Director Population Health and Quality will work closely with the leadership at the NC C&S Managed Medicaid Plan to manage state-mandated population health and quality programs. This role is responsible for contributing to and leading efforts to improve the health and well-being of our enrolled North Carolinians but also substantially improving quality and population health outcomes. This position will work closely with the Vice President of Population Health and the Director of Quality but will be part of a highly matrixed environment and will require extensive cross functional collaboration both internally and with external stakeholders.

Primary Responsibilities:

  • Partner with Vice President of Population Health and the Director of Quality and other UHC Community Plan of North Carolina health plan leaders to ensure complete implementation of the annual Health Plan Quality Management and Population Health Program, inclusive of adequate quality oversight processes and comprehensive quality committee structure 
  • Foster and maintain productive and collaborative relationships with the state of North Carolina Department of Health Benefit (DHB) quality and population health personnel
  • Develop quality operational policies and procedures (P&Ps) as needed to ensure uniformity/consistency of operations
  • Design and development of clinical quality performance improvement programs and activities to improve Health Plan performance while assessing trends in outcomes of evidence-based interventions over time for evaluation and continuous quality improvement (CQI) purposes
  • Ensure performance improvement strategies utilize evidence-based, data driven and targeted framework to ensure appropriate resources, tools and interventions are accessible for cross-functional teams
  • Provide ongoing support and assistance to Health Plan team members in developing recommended actions and best practices to assist NC Health Plan in achieving contractual requirements, overall population health performance, improving performance and outcomes
  • Develop and implement a framework of ongoing support and identification opportunities to increase efficiency, effectiveness and recommendations for program implementation and/or process changes
  • Effectively engage, collaborate with and support provider, member and community cross-functional teams that are within the NC Health Plan and other teams as appropriate
  • In collaboration with the Vice President of Population Health and the Director of Quality Management and other Health Plan leaders; manage the utilization of available data, scorecards and/or dashboards to identify opportunities for improvement, leveraging best practices to inform quality interventions
  • Serve as liaison and clinical resource using proven interpersonal and collaboration skills to foster relationships and maintain communication with multiple disciplines (e.g., internal UHC teams, external stakeholders, and other partners as appropriate)
  • Lead development, deployment and monitoring of State mandated outcomes and consult and/or partner with internal UHC matrix partners and identify organizational and structural challenges hindering achievement of desired program outcomes
  • Provides leadership to and is accountable for the performance of managers and/or senior level professional staff

Required Qualifications:

  • 5+ years of demonstrated experience related to regulatory adherence of a quality management program, HEDIS® rate improvement, and NCQA® accreditation 
  • 3+ years of experience in the managed care industry, preferably Medicaid managed care
  • 2+ years of experience related to designing or implementing population health programs
  • 2+ years of experience presenting to executives using advanced written and verbal communication skills
  • 2+ years of experience working in leadership or management; preferably with direct reports
  • Advanced computer skills, knowledge of MS Office products
  • Willing to travel within the state of North Carolina up to 25% 
  • Driver’s license and access to reliable transportation

Preferred Qualifications:

  • Experience in North Carolina Medicaid
  • Local candidates to the state of North Carolina
  • Solid influencing and negotiation skills with the ability to make independent decisions
  • Solid team building, collaboration and motivational skills

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you’ll find a far-reaching choice of benefits and incentives. The salary for this role will range from $110,200 to $188,800 annually based on full-time employment. We comply with all minimum wage laws as applicable.
