We are excited to recruit for someone to join our team who is member-focused, detail-oriented and can proactively solve problems. This position serves as the Chief Operating Officer for the UnitedHealthcare Community & State Health Plan serving residents of the District of Columbia (DC).  We hold a contract with the DC Department of Health Care Financing (DHCF) to provide the full range of Medicare and Medicaid services to dually eligible members.  Our enrollees participate in the program, District Dual Choice, where we deliver Medicare Advantage Dual Special Needs Plan (DSNP) and full Medicaid benefits through a fully-integrated clinical model, including Long-Term Services and Supports (LTSS).  This leader has oversight of all health plan operations functions, specified by DHCF, for Dual Choice members including all operations-related functions (including network, provider & member experience, vendors and IT/IS).

 

If you are reside in Washington, D.C.. Maryland or Virginia, you will have the flexibility to work remotely* as you take on some tough challenges. For all hires in the Washington, D.C. area, you will be required to work in the office a minimum of four days per week.

 

Primary Responsibilities:

  • Leads relationship management on all Operations-related areas for the Dual Choice Program with the Department of Healthcare Financing (DHCF) and all other District government agencies who have regulatory oversight of elements of the Dual Choice Program to influence program design, develop support for program efforts, and secure approvals
  • Build, develop, improve, influence and expand relationships with providers, community partners and other stakeholders within the market and foster collaborative partnerships
  • Solid people leader that establishes a positive organizational culture, enhances employee satisfaction, and implements strategies to attract, retain, and develops a motivated and high-performing workforce
  • Drives and delivers on strategies for the health plan team to navigate a rapidly changing environment and leverage innovation to drive performance improvement
  • Ensure adherence to regulatory requirements and industry standards, streamline operational processes, and enhance efficiency to achieve consistent and reliable performance for our members
  • Oversight and management of all operations strategies (provider & member related, network, IT/IS, etc.) for our fully integrated model in DC (DSNP and Medicaid LTSS benefits) while improving experience, member outcomes and affordability
  • Ensure diverse perspectives guide strategic decisions by creating a supportive atmosphere where every team member feels safe sharing tough issues or concerns

Required Qualifications:

  • Resides in the District of Columbia area (including DC, Maryland or Virginia) or willing to relocate
  • 8+ years of Operations experience, as well as strategic planning and development
  • 8+ years of Provider Experience/Provider Operations experience
  • 8+ years of experience with community-based organizations, FQHC’s, provider/hospital systems, behavioral health, Medicare Advantage/Medicaid Dual Special Needs Network (DSNP) systems  
  • 5+ years of successful leadership experience in leading and managing people
  • Leadership experience in program execution
  • Experience building and maintaining service-oriented culture across remote field-based organization
  • Expert level of proficiency working in a fast-paced matrix organization/environment with an enterprise focus
  • Demonstrated ability to build and maintain effective relationships with external partners

 

Preferred Qualifications:

  • Executive level experience in dealing with multiple State Agencies
  • Preference for District resident or willingness to relocate to Washington DC

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you’ll find a far-reaching choice of benefits and incentives. The salary for this role will range from $134,600 to $230,800 annually based on full-time employment. We comply with all minimum wage laws as applicable.
