The Application Project Manager position will be a key role on the Vermont Health Insurance Exchange (HIX) Maintenance & Operations (M&O) team. This resource will work with the Development and M&O teams to accurately plan and manage development work and to ensure client requirements are transformed into technical designs and implementation plans for enterprise-level solutions. The Application Project Manager will work closely with the team and its leads to ensure timely delivery of high-quality project deliverables, documentation, and communication. Excellent verbal and written communication skills, as well as desire to learn and grow in the role, are extremely important for this position.
The Application Project Manager will also develop reports for both internal and external client stakeholders on project updates, risks & issues, as well as critical release schedules and managing to expected results. This role will be an active member of the PMO and will ensure the engagement adheres to agreed-upon processes and service level agreement (SLA) criteria for both internal and external clients.

Primary Responsibilities:
- Develop project artifacts, following documented business processes. These will be developed in partnership with project leadership and stakeholders
- Provide knowledgeable support to the PMO team on project management activities including project scope definition, risk identification, project methodology, resource allocation, facilitation and other areas based on established project management techniques
- Assign individual responsibilities within the project team and tracking delivery against assigned tasks
- Drive delivery process to ensure various methodologies come together and team meets agreed-upon scope within committed timeframes and budget
- Manage project schedules and work with the team to identify and achieve delivery dates, including develop detailed project plans, dependencies, predecessors, milestones, and earned value analysis
- Communicate regularly and effectively with engagement leadership to provide understanding of project parameters and issues, escalating to leadership when necessary
- Facilitate meetings and interactions to achieve delivery objectives
- Proactively identify risks and issues using metrics and stakeholder feedback to avoid “fire drills”
- Understand the budget, track actuals to budget, manage variances, and develop forecasts
- Ensure compliance with applicable software standards and best practices
- Provide accurate and timely project reporting to both internal teams and external client stakeholders
- Solve unique and complex problems with broad impacts on the business
- Manage the engagement documentation and client deliverables process, including timely delivery of weekly, monthly, and annual client reports
- Work with the project team to track delivery against assigned tasks
- Assist with the maintenance of the engagement SharePoint site

Required Qualifications:
- 5+ years of equivalent experience
- 2+ years of experience creating and maintaining effective client relationships in a professional environment
- 1+ years of project coordination and/or project management experience
- 1+ years of healthcare experience
- 1+ years of experience communicating and managing relationships with leadership
- Proven excellent problem-solving skills and good interpersonal skills to interact successfully with project managers, clients and support personnel
- Proficient computer skills including the Microsoft Office Suite
Preferred Qualifications:
- PMP certification
- 1+ years of experience gathering and working through business and/or technical requirements
- Proven understanding of standard project and development lifecycles
- Experience compiling and following strict budgets
- Proven understanding of State and Federal security policies and guidelines

Residents Only: The salary range for this role is $70,200 to $137,800 annually. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
