Optum Technology – Strategy & Operations is responsible for a variety of Optum Technology level strategic initiatives including workforce strategy, business planning, and learning & development, among others. We enable Optum Technology to meet the needs of its customers, partners and employees by delivering strategic and operational solutions that unlock value.

The Labor Vendor Strategy Director is a key role within the Strategy & Operations team of Optum Technology.  In this role you will work with global partners across Optum Technology and the broader enterprise to design and deliver labor vendor management strategies and processes. In this role you will work closely with leadership, chiefs of staff, finance and people partners, and Enterprise Sourcing and Procurement. You will also be responsible for driving continuous improvement and innovation in the labor vendor management function.

Primary Responsibilities:

  • Develop and execute the vendor management strategy  and multi-year roadmap for Optum Technology, aligned with business goals and priorities
  • Work closely with Enterprise Sourcing and Procurement to execute and operationalize vendor contracts
  • Serve as the primary subject matter expert and point of contact on labor vendor operations for Optum Technology workforce teams
  • Own and execute vendor management processes, including sourcing, contracting, governance, and performance measurement
  • Collaborate with finance leadership to establish and ultimately own financial  management and monitoring of Optum Technology vendor partnerships
  • Document best practices for common vendor engagements to be leveraged by hiring managers and federated workforce teams
  • Responsible for relationship management and associated meeting and reporting cadences with external vendor partners
  • Establish and maintain the Optum Technology labor vendor partner inventory
  • Build and maintain solid relationships, rooted in business and financial acumen, with leaders and business partners, acting as a trusted advisor and partner
  • Identify and implement best practices, tools, and technologies to optimize the labor vendor management function
  • Comply with the terms and conditions of the employment contract, company policies and procedures, and any and all directives (such as, but not limited to, transfer and/or re-assignment to different work locations, change in teams and/or work shifts, policies in regards to flexibility of work benefits and/or work environment, alternative work arrangements, and other decisions that may arise due to the changing business environment). The Company may adopt, vary or rescind these policies and directives in its absolute discretion and without any limitation (implied or otherwise) on its ability to do so

Required Qualifications: (quantifiable in years, college degree, managing X things simultaneously)

  • 5+ years of experience in workforce and vendor management, preferably in the health care or technology industry
  • 5+ years of experience leveraging Fieldglass with a proven ability to manage Statements of Work, contractor sourcing, and associated financials
  • 5+ years of proven experience implementing and managing labor vendor contract models including time & materials, fixed-fee, and outcome-based models
  • 5+ years of program management experience with experience owning cross-functional, organization-wide initiatives
  • 5+ years of proven communication skills by supporting senior leaders and representing company interests externally, both through verbal and written communications
  • 3+ years of experience managing relationships with labor vendor account managers and enterprise sourcing & procurement partners

Preferred Qualifications: (non-quantifiable)

  • Solid knowledge and experience in workforce strategies & planning, talent acquisition, performance management, and vendor management processes and practices
  • Understanding of the technology industry, particularly as it relates to staffing and workforce management
  • Excel experience within a proven ability to manipulate data sets, extract insights, and prepare reports with the use of formulas and pivot tables
  • Knowledge of the AI tool landscape and proven ability to apply tooling to improve work product and personal productivity
  • Solid analytical and problem-solving skills, with the ability to use data and metrics to drive decisions and actions
  • Solid collaboration and communication skills, with the ability to represent the Optum Technology brand externally and to influence and partner with senior leaders, business partners, and vendors
  • Solid customer focus and service orientation, with the ability to deliver high-quality solutions and services to internal and external customers
  • Solid change management and innovation skills, with the ability to drive and support transformation and continuous improvement initiatives
