Responsible for managing, implementing, and executing on key projects throughout Quality. This role will enable the Quality team to better understand clinical workflows, improve provider engagement, and support quality outcomes by leveraging Epic EMR and analytical tools to improve STARs ratings. The Program Manager provides business support, manages quality improvement and implementation projects, facilitates meetings and manages documents and workflows. The Program Manager will identify project planning and prioritization, documentation of project timelines/accountability by working with cross-functional teams and leadership, staff and/or stakeholders to achieve stated project goals and deliverable. Accountable for supervising assigned projects and operational collaboration during implementation of new processes. Coordinates with project managers, program managers, business analysts, training teams, and other stakeholders to ensure all goals and objectives are met.
The position is responsible for creating business requirements, completing in- depth analysis, owning the development of project plans, being the liaison between the Optum Care Delivery Organizations and OH leadership, and recommending areas of improvement and enhancement. This position will partner with Epic stakeholders to understand business requirements for the development of reports, dashboards, decision aids, and business case analysis to support Optum Health.

Primary Responsibilities:
- Develops and maintains strong relationships with both internal/externals customers, IT, enterprise-wide business units, Optum Care Delivery Organizations and senior executives to influence project teams and gain consensus on the selection of the most viable solutions
- Support team members by leading projects, sharing ideas and reviewing work of others. Work with internal business partners to interpret, develop, & document ambulatory quality workflows, provide data-driven direction & guidance for Stars and clinical quality improvement
- Provides analysis, recommendations, and options for ambulatory EMR quality workflows to Optum Health teams regarding decisions to be made or problems to be solved in internal or external meetings
- Responsible for representing the directives of OH leadership and acts as a key liaison for cross functional teams and Epic
- Reviews and recommends standardization of quality workflows across markets in ambulatory EMR to ensure consistency, efficiency, and alignment with organizational goals
- Understands and helps prioritize projects, business initiatives and strategic plans
- Manages risk by bridging interdepartmental gaps, by connecting information within the organization
- Acts as a centralized facilitating point for the coordination of tasks and integrated execution of key strategic initiatives and reduces activities carried out in isolation
- Attends and supports all key internal meetings – deciphers critical information, investigates issues, answers critical questions, ensures timely follow up of all action items
- Works through issues and roadblocks with internal and external stakeholders to reach amicable solutions that balance the needs of all parties without compromising the integrity of the agreed upon contract
- Displays the ability to question assumptions or challenges the status quo, as well as understanding resistance to change in the organization and helping individuals work through it
- Recommends opportunities and/or action plans for improved performance based on business need
- Collaborates with project managers, program managers, business analysts, training teams, and other stakeholders to ensure inputs, processes and outputs are captured and maintained for effective implementation
- Ensures timely research and resolution of complaints are reported
- Resolves work problems to ensure quality customer service is delivered
- Understands the complexity within functions, relationships, and contractual obligations with the ability to balance competing priorities
- Performs all other related duties as assigned

Required Qualifications:
- 2+ years of healthcare or clinical operations experience
- 2+ years of EMR front end experience (preferred Epic EMR)
- 2+ years of experience in healthcare quality programs with a strong focus on CMS Star Rating program (HEDIS, STARs program)
- 1+ years of project or program management support
- Cross functional partnership with clinical operational workflows and documentation practices
- Possession of solid analytical/statistical skills used in evaluating and analyzing data
- Proficient in Microsoft Office Program (PowerPoint, Word, Visio, Outlook, OneNote, SharePoint, and Access)
- Effectively operate through complex organizational situations with ability to anticipate obstacles and plan an appropriate approach
- Excellent written and oral skills
- Excellent presentation skills utilizing data to tell the story
- Excellent analytical and problem-solving capabilities with special attention to accuracy and detail
- Self-starter with a proven ability to take ownership of job responsibilities and ensure successful completion of all projects and requests
- Ability to prioritize and multi-task in high volume workload situations
Preferred Qualifications:
- Epic certification in relevant ambulatory modules
- Experience working with healthcare data to support end user data requirements
- Experience using large, diverse healthcare data for analytic purposes
- Ability to mentor and support team members
- Excellent communication skills, both written and verbal
- Highly analytical, curious, and creative
- Comfortable working in a rapidly-changing environment
- Understands Star Rating, PQA, HEDIS and NCQA technical specifications to apply measure criteria
Physical & Mental Requirements:
- Ability to lift up to 10 pounds
- Ability to push or pull heavy objects using up to 25 pounds of force

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you’ll find a far-reaching choice of benefits and incentives. The salary for this role will range from $89,900 to $160,600 annually based on full-time employment. We comply with all minimum wage laws as applicable.
