The Director, Data & Analytics leads high-impact analytics programs for state Medicaid clients, driving data-driven transformation and measurable program integrity results. This role blends executive client partnerships, strategic analytics leadership and team development to deliver scalable, innovative solutions that improve outcomes and fuel long-term growth.

 

Primary Responsibilities: 

Program Leadership & Delivery Oversight

  • Provide executive-level oversight for large scale, multi year data and analytics program delivery, ensuring all components meet scope, quality, and performance expectations
  • Develop and sustain long-term relationships with Medicaid clients to build high value, data driven programs that enhance operational effectiveness and support program integrity objectives
     

Client Partnership & Transformation

  • Collaborate with key client stakeholders, transformation leaders, and Optum analytics teams to assess current-state data and analytics maturity, identify capability gaps, and implement change management strategies that improve service delivery and operational performance
  • Communicate a clear value narrative for managed data and analytics solutions, especially in support of value based care, advanced analytics, predictive modeling, and innovation initiatives
     

Financial & Operational Stewardship

  • Support program P&L ownership by designing and maturing efficient, repeatable processes that ensure profitable growth and contract execution
  • Lead the development and implementation of standard data and analytics operating models, governance frameworks, delivery structures, and reusable program components to enable scalable solutions across Medicaid clients
     

Team Leadership & Talent Development

  • Direct a multidisciplinary team-including Contractors, analysts, BI developers, ETL developers, DBAs, senior consultants, and subject matter experts-to deliver contractual requirements and high quality analytics engagements
  • Foster a culture of accountability, technical excellence, professional growth, and customer oriented service
     

Enterprise Collaboration & Growth Enablement

  • Partner closely with Optum consulting teams, product leaders, and growth organizations to promote multi year analytics engagements and expand the organization’s data and analytics portfolio
  • Guide the strategic evolution of the data and analytics program, including operating model design, governance structures, data platform architecture, and workforce resourcing
     

Data & Analytics Strategy Execution

  • Lead the implementation of client data and analytics transformation agendas, including functional and technical roadmaps, modernization initiatives, and the organizational shifts required to meet enterprise level objectives
  • Serve as a senior subject matter expert in Medicaid health system data, analytics operations, governance, data management, and information lifecycle stewardship

Required Qualifications:

  • 10+ years leading initiatives or large scale projects, with demonstrated success in complex environments
  • 10+ years of experience working directly with a State Medicaid program
  • 5+ years of healthcare experience, including meaningful exposure to healthcare analytics
  • 5+ years of experience as a subject matter expert in data management, information governance, and data quality practices
  • 3+ years of experience engaging with C level executives
  • 2+ years of senior leadership experience (Senior Project Manager level or above) within a healthcare payer, Medicaid agency, or analytics firm
  • Willingness to travel up to 20%
  • Willing and able to work onsite at Indianapolis, IN location

 

Preferred Qualifications:

  • Experience leading a health system data and analytics function or comparable enterprise-scale analytics organization
  • Background in information technology management consulting or advisory services
  • Expertise in clinical domains including disease prediction, condition management, and population health analytics
  • Solid understanding of the healthcare ecosystem, including payer-provider dynamics and how analytics supports interoperability and transformation
  • Proven ability to manage client relationships in a consulting environment and identify or shape new business opportunities
  • Experience managing vendor or subcontractor agreements, including Statements of Work for IT services, platforms, hardware, or software
  • Solid verbal and written communication skills with the ability to translate complex concepts into clear, actionable guidance
  • Ability to manage multiple concurrent client engagements and prioritize effectively
  • Demonstrated credibility working with C suite leaders, including Medicaid executives and medical directors
  • Experience leading and developing teams of data analysts, including mentoring, coaching, and building long term talent pipelines

 

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you’ll find a far-reaching choice of benefits and incentives. The salary for this role will range from $134,600 to $230,800 annually based on full-time employment. We comply with all minimum wage laws as applicable.
