The  Director of Technology Portfolio Management oversees the planning, execution, and management of OPEN’s technology portfolio. This leadership role reports to VP Technology and ensures that all technology initiatives are aligned with OPEN Tech strategy and business goals, working with the OPEN Leadership team to optimize the portfolio and resources to meet strategic objectives, achieve maximum value and adhere to budget and time constraints. The Director will plan, monitor, and manage multiple initiatives while driving continuous improvement and alignment with technology roadmaps and team initiatives.
The role requires a strong understanding of portfolio management frameworks, strategic planning, stakeholder management, resource allocation and risk management.

Primary Responsibilities:

1.Portfolio Strategy & Alignment:

•    Lead the development, execution and tracking of the OPEN strategy as aligned with OPEN Tech and business objectives (leveraging OKRs)
•    Work with OPEN Leadership team to evaluate, prioritize and manage OPEN Portfolio Roadmaps/ initiatives ensuring alignment with business goals, technology strategy and resource requirements.
•    Lead the identification, development, and implementation of portfolio management tools and methodologies, overseeing the continuous improvement of portfolio management processes and tools 
•    Define and implement governance frameworks for managing prioritization, resource allocation, and performance measurement.

2.Project and Program Leadership:

•    Direct and manage multiple technology and team initiatives, ensuring timely and within-budget delivery.
•    Develop a comprehensive roadmap for the technology portfolio, balancing short-term needs with long-term strategic goals.
•    Partner with the OPEN Leaders to track key metrics, portfolio statuses, and address potential risks.
•    Mentor and coach specific team members as needed across programs.

3.Governance & Process Management:

•    Establish and maintain governance frameworks, ensuring the consistent execution and reporting of portfolio performance.
•    Create portfolio management processes, including work intake, prioritization, resource allocation, and risk management.
•    Lead regular reviews with stakeholders to track progress, address risks, and make necessary adjustments to the portfolio.
•    Implement governance processes to ensure the consistent execution of projects, programs, and initiatives.
•    Develop and present portfolio performance reports, KPIs, and dashboards to senior leadership, ensuring transparency and data-driven decision-making.

4. Financial Oversight:

•    Manage the budget for the technology portfolio, ensuring that investments are within financial targets and provide optimal return on investment (ROI).
•    Work closely with finance teams to conduct cost-benefit analysis, monitor financial performance, and make adjustments based on business priorities.

5. Resource Allocation & Capacity Planning:

•    Work with OPEN Leaders to optimize resource allocation across the OPEN portfolio, balancing competing demands to ensure the timely delivery of key initiatives 
•    Collaborate with OPEN Leaders to forecast and manage the demand for resources, including personnel, technology, tools and capital.

6. Risk & Issue Management:

•    Proactively identify, assess, and mitigate risks across the technology portfolio.
•    Implement contingency plans and establish escalation processes for critical risks that could impact project delivery or performance.

7. Collaboration & Stakeholder Management:

•    Maintain clear communication and collaboration between OPEN leadership/ technology team, business partners, enterprise technology, finance, and other groups to ensure a cohesive portfolio management approach.

8. Performance Measurement & Reporting:

•    Track and report on the performance of the technology portfolio, including key metrics such as ROI, project progress, budget adherence, and resource utilization.
•    Create dashboards and reports to communicate portfolio performance to senior leadership and other key stakeholders.

9.Continuous Improvement & Innovation:

•    Drive continuous improvement in portfolio management practices, leveraging lessons learned and feedback to enhance processes.
•    Stay informed of emerging trends in portfolio management and technology to recommend innovative approaches for better portfolio optimization.

Required Qualifications:

•    Bachelor’s degree in Information Technology, Business Administration, or a related field 
•    Extensive experience in technology portfolio management, technology strategy, or technology project management, with a track record of managing complex technology portfolios.
•    Proven experience in working with cross-functional teams and senior stakeholders to deliver technology initiatives.
•    Ability to balance strategic thinking with detailed execution, managing multiple priorities in a fast-paced environment.
•    Exceptional leadership, communication, and stakeholder management skills.
•    Strong financial management and budgeting skills
•    Experience with project/portfolio management methodologies/ software such as AHA, Rally, PPM or similar tools.

Preferred Certifications:

•    Project Management Professional (PMP)
•    Portfolio Management Professional (PfMP)
