This opportunity would report to the Vice President, Veterans Benefits Administration (VBA) Medical Disability Examinations (MDE) Program Manager and holds a critical role to informed decision making by the Optum Serve Health Services (OSHS) Executive Leadership Team. The VBA MDE Director of Performance and Program Optimization is a trusted advisor responsible for developing a forward-looking plan (i.e., future operations) and assists with operationalizing the plan to improve the performance of the VBA MDE program in line with the OSHS vision.  Oversees process improvement, reporting, program performance, financial monitoring, risk management, veteran experience, and customer liaison duties. Coordinates, synchronizes, and executes this plan through program leadership and teams to inform and bring value to Optum Serve Health Services, Optum Serve, and its’ partners.  
 

Directly supervises the Associate Director for Process Improvement, the Associate Director Program Evaluation and Risk Management, and the Manager Veteran Experience and Surveys to manage the work of eight dedicated personnel including a change control manager, analysts, project managers, data control specialist, and client/customer liaisons.

Primary Responsibilities:

  • Works collaboratively across the program and company with the lines of strategy, business, shared service functions and other internal partners to ensure overarching VBA MDE program success 
  • Responsible for program performance, analysis, program compliance, and the reporting or products essential to the internal and external customer
  • Ensures the program meets all contract requirements related to responding to customer inquiries and the administration of Veteran Experience Surveys to include any required “service recovery” plans or reports
  • Drives process improvement utilizing evidence-based information or program data available through survey results, KPI performance measures, internal reports, financial data, program cost efficiency data, and more
  • Oversees matters of risk management and change control processes, both customer directed changes and internally driven changes
  • Creates the “road map” for the program’s future in coordination with the PM, DPM, Medical Director, and Current Operations Chief
  • Produces information as required for the MDE program to participate in the Performance Reporting process (MBOs, Optum Operating Metrics) and larger organizational change management and strategic planning processes (Growth Strategy, Capital Planning, Forecasting, Budget inputs, and more
  • Develops tools, processes, and reports to manage the VBA MDE program
  • Responsible for the overall process improvement and change management plan for the program
  • Facilitates working groups and other team meetings to identify needed changes and advance change management items
  • Directly supervises the Associate Director for Process Improvement, the Associate Director Program Evaluation and Risk Management, and the Manager Veteran Experience and Surveys to manage the work of eight dedicated personnel including a change control manager, analysts,
  • project managers, data control specialist, and client/customer liaisons
  • Indirectly supervises and prioritizes the work of the eight dedicated staff

Required Qualifications:

  • 8+ years of experience presenting to executive leadership
  • 5+ years management experience
  • 2+ years of experience using PC based software programs and automated database management systems (Excel, SharePoint, Access, PowerPoint)
  • Experience with applying project management principles
  • Experience in data management, analysis and problem-solving

Preferred Qualifications:

  • DHA/VA/Government contract experience 
  • Military and/or VA experience
  • Experience in the healthcare industry

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable.
