The Government Proposal Writer collaborates with proposal managers, sales executives, subject matter experts, and others across State Government to write responses to state government Requests for Proposals (RFPs). This role reviews RFPs and materials to understand client requirements, pain points, and goals. The Government Proposal Writer then applies solution and sales strategy, win themes, and value propositions, and more to write high-quality proposals that are strategic, concise and compelling. 

The ideal candidate will have exceptional written and verbal communication skills, a passion for writing, solid attention to detail, and the ability to work well both independently and as part of a supportive team.

Primary Responsibilities:

  • Develop proposal responses for the state government market by writing new content and tailoring content from prior proposals and other resources to accurately reflect solutions
  • Partner with sales, solution and product partners to develop high-quality proposals that are responsive, accurate, concise and strategic, and align to brand and style guidelines 
  • Demonstrate client-focused writing by incorporating win themes, value propositions, benefits, differentiators, proof points, and opportunity information into proposal responses
  • Incorporate and unify feedback into drafts from many sources within established deadlines
  • Assist with developing and maintaining baseline proposal content
  • Develop relationships across teams and senior management to foster collaboration, teamwork and quality results
  • Organize, prioritize and manage competing deadlines across multiple proposals and projects
  • Balance independent and collaborative work with solid accountability
  • Maintain product knowledge through trainings and self-led learning
  • Escalate potential challenges in a timely and appropriate manner
  • Participate in workgroups to drive continuous improvements
  • Apply coaching feedback to continuously improve and develop within role

Required Qualifications:

  • 3+ years of proposal writing experience
  • Experience working in a fast-paced, deadline-driven environment
  • Experience collaborating with management, executives and stakeholders
  • Expertise at proposal response development and client-focused storytelling
  • Exceptional writing and editing skills that demonstrate a natural command of language, grammar, organization and flow
  • Demonstrated interviewing skills 
  • Demonstrated ability to translate knowledge gained into clear narrative
  • Demonstrated analytical and critical thinking skills to express complex solutions simply

Preferred Qualifications:

  • Experience supporting government clients 
  • Technical writing experience

The salary range for this role is $89,800 to $176,700 annually based on full-time employment. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
