The Sr. Director of Quality Tech Strategy and System Capabilities is accountable for the strategic leadership and execution of strategic priorities to enhance and support technical strategies and tools/system capabilities in alignment with National CEQ strategies to support Optum value based care quality program. This role involves comprehensive analysis, review, forecasting, and presentation of information for operational improvement and Optum-wide Stars improvement planning.
This individual is a highly motivated and independent self-starter who excels in diving deeply into data to uncover insights and ultimately make key decisions. The Sr. Director of Quality Tech Strategy and System Capabilities will manage analysts who collect, consolidate, and analyze data defined and owned by various department subject-matter-experts (SMEs), payers, and stakeholders. This individual works closely with Care Delivery Organizations (CDOs) to provide actionable analytics data and point-of-care visibility to Stars opportunities. This role oversees projects of high complexity and provides leadership through multiple layers of management and senior-level professional staff.

Primary Responsibilities:
- Strategic Leadership: Develops, translates, and executes strategies or functional/operational objectives for a region, line of business, or major portion of a business segment functional area
- Provides leadership to and is accountable for the performance and results through multiple layers of management and senior-level professional staff
- Complex Problem Resolution: Directs others to resolve highly complex or unusual business problems that affect major functions or disciplines
- Market Impact: Drives programs that impact markets of customers and consumers. Ensures that quality technical strategic solutions are aligned with customer needs and contribute to improved member experience and satisfaction
- Stakeholder Collaboration: Collaborates with various stakeholders to understand quality business needs and provide data-driven insight for process improvements to drive data completeness, accuracy, and timeliness in Cozeva, Epic, DataRAP and other quality tools/processes. Engages in cross-functional collaboration to drive data-driven decision-making and enhance overall business performance
- Project Leadership: Develops the strategy for and leads various multi-data source projects that include analyzing, reviewing, forecasting, and trending Stars-related and other member feedback data for key business decision leaders across Optum Care Delivery Organizations
- Communication: Translates highly complex concepts in ways that can be understood by a variety of audiences (e.g., Tell a Story with the Data for business leadership and non-analytics audiences).
- Data Management: Executes team and department projects from a data perspective, including sourcing and cleaning data in OCSP quality tools such as Cozeva, Epic, and provide data management oversight
- Analytics Solutions: Partners with quality strategy leads, Quality team partners, and CDOs to develop innovative analytics solutions. Includes partnering with other data analytics leads to implement standard and innovative ways to report Stars measure performance by CDO including verbatims and sentiment analysis
- Large-Scale Analysis: Leads large, complex analysis projects to achieve key business objectives including member performance analytics across multiple data sets and payer performance
- Exploratory Data Analysis: Produces innovative solutions driven by exploratory data analysis from unstructured, diverse datasets that lead to the development and implementation of a framework for
- Quality data analytics & QA process of Cozeva Inbound and outbound data from Quality Business Perspective
- Subject Matter Expertise: Serves as Stars data subject matter expert in cross-functional programs and efforts
- Complexity Management: Understands the complexity within functions, relationships, and contractual obligations with the ability to balance competing priorities including vendor management
- Strategic Vision: Develops and implements strategic vision for data analytics and quality improvement initiatives across the organization
- Innovation and Development: Leads the development of innovative data solutions and analytics tools including use of AI to support business strategy and operational improvements
- Performance Metrics: Establishes and monitors performance metrics to ensure alignment with organizational goals and objectives
- Continuous Improvement: Drives continuous improvement initiatives to enhance data quality, accuracy, and timeliness
- Regulatory Compliance: Ensures compliance with regulatory requirements and industry standards in data management and analytics practices
- Additional Duties: Performs all other related duties as assigned

Required Qualifications:
- 10+ years of experience in a deadline driven environment
- 10+ years of experience influencing and collaborating with others
- Experience managing and integrating data connections between multiple data sources
- Advanced Word and PowerPoint skills, including project scope documents and presentations
- Proficiency in SharePoint and MS Teams for document management and collaboration
- Solid knowledge of extracting and developing key consumer insights within a population
- Demonstrable track record of solid analytical, problem-solving, and decision-making skills
- Proven to be highly motivated with the ability to work in a fast-paced, changing environment
- Proven solid communication skills (written and verbal), with the ability to present complex data and insights to diverse audiences, including senior leadership and external stakeholders
- Proven excellent written and oral skills, with a focus on clear and effective communication
- Proven ability to manage 1 or multiple teams supporting quality technical systems/tools
- Proven ability to quickly aggregate and analyze information, drawing strategic valid conclusions to inform and make key strategic decisions
- Proven ability to thrive in an environment tasked with providing data-driven decision support and business intelligence that is timely, accurate, and actionable
Preferred Qualification:
- Health plan, healthcare or clinic operations experience

The salary range for this role is $150,200 to $288,500 annually based on full-time employment. Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. UnitedHealth Group complies with all minimum wage laws as applicable. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
