The Data Governance Counsel is a key contributor within the UnitedHealth Group Data Governance team who influences enterprise transformation, compliance, risk, and growth through a comprehensive data governance program. Working with cross-functional teams, this individual will help execute and implement the data governance activities within UnitedHealth Group.

The chosen candidate will work in conjunction with UnitedHealth Groups’ analytics and research businesses, Compliance, Privacy, business counsels as well as the Data Governance team to provide internal consulting expertise.

Primary Responsibilities:

  • Provide legal counsel to the UHG Chief Data Governance Officer
  • Provide legal counsel to the UHG Chief Data Officer (Optum Technology), segment data officers, and segment chief information officers on data matters
  • Provide legal input and support necessary to establish/maintain/monitor data governance controls and firewalls consistent with applicable laws, regulations, contract requirements, and UHG policies
  • Provide legal input and support necessary to develop/maintain data governance policies
  • Keep abreast of and analyze new and changing laws and regulations relevant to data governance across the UHG enterprise
  • Update data governance controls, policies, SOPs, and contract provisions as necessary to reflect new or changing legal/regulatory requirements and industry best practice
  • Provide support for litigation and disputes related to data governance
  • Provide support to regulatory or legislative inquiries related to data governance
  • Provide support to AI/ML teams and the AI Responsible Use team on data governance matters
  • Identify training and development opportunities for legal and business colleagues, and provide, develop, and deliver necessary trainings
  • Serve as an enterprise resource on thought leader and SME resource on data governance matters and issues
  • Develop and maintain enterprise positions on data governance for external and internal audiences
  • Liaise closely with business counsels, litigation, privacy, compliance, and antitrust on data governance matters

Required Qualifications:

  • Juris Doctorate degree
  • Active attorney license in current state of residence
  • 10+ years of professional legal firm experience, government or corporate environment
  • Proven background in the health or technology industry
  • Proven background in state and / or federal privacy issues / matters impacting the health care industry

Preferred Qualifications:

  • Proven success in collaborating across a matrixed business and legal environment, including excellent written / verbal communications skills, as well as presentation skills
  • Proven ability to evaluate and determine appropriate legal course of action to meet business unit needs
  • Proven ability to build and maintain rapport with superiors, peers, subordinates, and external company contacts
  • Proven background in implementing HIPAA de-identification requirements.
  • Demonstrated ability in expressing ideas and influencing others and building consensus among many stakeholders

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you’ll find a far-reaching choice of benefits and incentives. The salary for this role will range from $156,400 to $268,000 annually based on full-time employment. We comply with all minimum wage laws as applicable.
