As the Director, Technology: Health Plan CIO Medicaid, you will support one or more C&S Medicaid Managed Care Organizations as part of the local leadership team as an individual contributor and people leader. Collaborating with internal and external partners, you will leverage your business knowledge and leadership skills to drive IT initiatives that ensure compliance, meet state requirements, and support growth.

You will be part of a broader team of Heath Plan CIO’s who support our 32 C&S Markets and will play a critical role across all aspects of technology.  Candidates must have executive level communication skills, a broad understanding of technology, and Medicaid program delivery.

You will work primarily remotely but will be expected to travel to the local office for meetings as required, including those with our regulator or other external stakeholders.   Your workday will depend on the current needs of your market and could include addressing new regulatory requirements, submitting materials for audit purposes, collaborating with other business and technology teams on strategy or addressing production problems as part of a large matrixed organization. You will be a people leader supporting around 5 Health Plan CIOs reporting to you. You will be accountable for regional level management, best practices, and communication.

Primary Responsibilities:

  • Strategist: Align the technology strategy with market and enterprise needs, ensuring that the technology meets market needs while supporting the organization’s goals.  This includes developing a market-specific technology strategy aligned with current business and technology goals.  Efforts aligned to deliver this strategy need to be tracked and monitored as part of a multi-year roadmap and can include the delivery of critical or urgent regulatory program needs
  • Technologist: Provide thought leadership in technology, healthcare innovations, and strategic initiatives to improve health plan efficiency and customer experience, including AI and emerging technologies.  You will be the local voice of technology in a variety of settings and will be expected to engage others within the technology organization as needed to serve your market needs
  • Relationship Manager: Develop trusted partner relationships internally and externally through ongoing engagement and collaboration. As part of a large matrixed organization and as an individual contributor, you will be accountable for building and maintaining successful relationships at multiple levels.  This includes the ability to tailor communications based on the audience, including senior executives
  • Advocate: Advocate for the health plan’s technology needs with internal and external stakeholders, including state and regulatory bodies. You will be the representative of UnitedHealthcare to external stakeholders including providers, members and regulators are the state and federal level.  You will partner with local leadership and government affairs to respond to requests for information, audits, and other outreach activities. You also will be a primary subject matter expert for your market in response to Request for Proposals (RFPs)
  • Compliance: Ensure compliance with all state and federal regulations, while implementing best practices for IT governance.  You must demonstrate an understanding of compliance as a reflection of Medicaid policy as well as HIPPA and Security policies.   You will be asked to represent your market in security and compliance matters in partnership with matrixed partners including compliance, privacy and security officers
  • People Leader: Support the growth and development of a team of director level CIOs within your region.  Meet regularly one on one with each market leader.  Provide guidance on how to address specific market needs and coach in alignment with employee development plan. Provide constructive feedback when necessary
  • Leverage enterprise-approved AI tools to enhance productivity and innovation by streamlining workflows and automating repetitive tasks. Evaluate emerging trends to drive continuous improvement and strategic innovation

Required Qualifications:

  • 10+ years of professional experience in technology, product management, operations, or similar experience
  • 7+ years of demonstrating cross functional initiative management in an enterprise environment
  • 5+ years of experience leading teams as a people manager or as an individual contributor accountable for delivery through matrixed partners
  • Proven solid executive communication experience
  • Medicare/Medicaid or health care industry experience

Preferred Qualifications:

  • Proven solid problem-solving skills and ability to manage complex projects under tight deadlines
  • Proven excellent interpersonal and communication skills, capable of working with cross-functional teams and business partners
  • Proven excellent problem-solving and troubleshooting skills, with the ability to analyze complex technical issues and provide effective solutions
  • Proven solid communication and interpersonal skills, with the ability to consult and collaborate effectively with clients, cross-functional teams, and stakeholder

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you’ll find a far-reaching choice of benefits and incentives. The salary for this role will range from $132,200 to $226,600 annually based on full-time employment. We comply with all minimum wage laws as applicable.
