Optum Serve is seeking an experienced technical proposal writer to join our team of professionals. As Senior Technical Writer, you will be responsible for developing high-quality and persuasive technical content for Federal government proposals and requests for information (RFIs). You will work closely with our business development, capture, and solution teams to understand the client’s needs, requirements, and evaluation criteria, and craft compelling and compliant technical responses that showcase Optum Serve’s capabilities and value proposition. You will also ensure that the technical content is consistent, clear, and aligned with the proposal strategy, win themes, and Optum Serve’s brand and voice.
You’ll enjoy the flexibility to work remotely * from anywhere within the U.S. as you take on some tough challenges. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.
Primary Responsibilities:
- Analyze Federal government solicitations, requests for information (RFI) and requests for proposals (RFPs) to identify the technical requirements, evaluation criteria, and submission instructions
 - Collaborate with the proposal manager, capture manager, solution lead, and subject matter experts (SMEs) to develop the technical proposal outline, storyboards, and content development schedule
 - Conduct research, interviews, and use content management tools to obtain relevant and accurate technical information from internal and external sources
 - Write clear, concise, and compliant technical content that addresses the client’s needs, requirements, and evaluation criteria, and highlights Optum Serve’s differentiators and strengths
 - Leverage AI tools to expedite the content development timeline
 - Edit, proofread, and format the technical content to ensure quality, consistency, and compliance with the RFP guidelines and Optum Serve’s style and standards
 - Coordinate with the proposal manager, graphic designer, and production team to incorporate graphics, tables, charts, and other visual elements that enhance the technical content and readability
 - Ability to transition and distill proposal content into PowerPoint format for oral presentations, collaborating with the Proposal Manager and Graphic Designer to incorporate win themes and other thematic visual elements to promote evaluation factors
 - Manage multiple technical writing assignments and meet tight deadlines in a fast-paced and dynamic environment
 - Adhere to Optum Serve’s proposal development processes, best practices, and tools

Required Qualifications:
- 3+ years of experience in technical proposal writing for state or federal government clients
 - Experience in using proposal automation/database software, such as Responsive
 - Experience with AI writing tools
 - Excellent writing, editing, and communication skills, with attention to detail and accuracy
 - Solid analytical, critical thinking, and problem-solving skills, with the ability to interpret complex technical requirements and concepts
 - Proficient with Microsoft Word, PowerPoint, document management and collaboration in SharePoint (Microsoft Teams)
 - Ability to work independently and collaboratively with cross-functional teams
 - Ability to work under pressure and manage multiple tasks and deadlines
 
Preferred Qualifications:
- Familiarity with Shipley or other proposal development methodologies
 - Knowledge of the federal government healthcare market, regulations, and programs, such as VA, DoD, DHS, HHS, etc., including healthcare delivery, healthcare IT, and healthcare research and consulting
 - Subject matter expertise within federal healthcare operations

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you’ll find a far-reaching choice of benefits and incentives. The salary for this role will range from $71,200 to $127,200 annually based on full-time employment. We comply with all minimum wage laws as applicable.
