The Proposal Coordinator will support the development of proposals for Federal opportunities through the entire proposal lifecycle. This role is responsible for supporting Proposal Managers for dedicated document management tasks, as well as providing full back-up and support during complex proposal cycles to include scheduling and meeting facilitation.
The Proposal Coordinator will maintain document quality, ensure ongoing and final formatting, organize and implement production compliance, and execute post-submission activities for archival and content management. This role will support the completion of proposals on time and on budget while meeting government requirements.

Primary Responsibilities:
- Under direction of the Proposal Manager or other proposal leads, the coordinator supports proposal development and communication/coordination of relevant RFx requirements, deadlines, and deliverables
 - Interprets RFx instructions and outlines provided by Proposal Manager to develop proposal templates in alignment with Optum Serve brand and RFx requirements
 - Develops compliance matrices that track all RFx requirements (Instructions, Evaluation Criteria, PWS/SOW)
 - Creates and manages the White Glove Checklist throughout the proposal cycle and co-leads the White Glove Review
 - Updates proposal templates and compliance matrices to reflect all changes upon receipt of amendments, throughout the proposal cycle
 - Supports and conducts content queries as needed using key content management and AI tools, to contribute to proposal drafts or fill information gaps as the proposal evolves
 - Supports proposal kickoff by collaborating with Proposal Manager and/or other proposal team leaders to interpret the proposal instructions and deliverables, contribute to kickoff slide deck, and organize and manage access to Teams site
 - Provides proofreading and editing support as needed during document review cycles
 - Supports color team reviews from pre-RFx draft to White Glove/final submission, by continuously managing format, access, and version control
 - Collaborates with graphic designer to support the placement of graphics as needed and tracks graphic versions for accurate document status
 - Supports the workflow steps for proposal archiving and content management updates as RFx are submitted
 - Proactively communicates task status and barriers with Proposal Man and team members
 - Collaborates with Contracts Lead to complete contractual forms/signatures required with proposal submission

Required Qualifications:
- 3+ years of experience interpreting and supporting complex RFPs in federal, state, and local government
 - Advanced proficiency working with Adobe Acrobat and Microsoft Office Products (PowerPoint, Outlook, Word, Excel, Teams, SharePoint)
 - Exceptional editorial skills
 - Proven ability to manage multiple priorities and tasks in a fast-paced environment
 - Exceptional time management skills and ability to adjust schedule to meet deadlines and deliverables
 - Professional meeting facilitation skills and ability to interact effectively with all levels of internal staff, leadership, and external partners
 - Ability to work independently and as part of a team
 - Dedication to continuous learning and discovery with AI tools, Microsoft Planner, and other productivity tools and best practices
 
Preferred Qualifications:
- Shipley certified in proposal management
 - Professional training in editing and design
 - Experience with 508-compliance applications
 - Experience with federal healthcare proposals
 - Experience with AI tools, Responsive, and/or other proposal content management tools and systems

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you’ll find a far-reaching choice of benefits and incentives. The salary for this role will range from $71,200 to $127,200 annually based on full-time employment. We comply with all minimum wage laws as applicable.
