The Sr. Technical Project-Program Manager leads complex technology projects and programs from initiation through successful production release. In this role, you will develop and drive execution plans, manage timelines and milestones, define and report on KPIs, and partner closely with Technical Product Management, Data Science, Engineering, Operations, Business Partners, and key stakeholders to ensure smooth, timely delivery. Operating under the guidance of the Technical Program Management Office (TPMO), you will collaborate across cross functional teams responsible for delivering technical product capabilities, ensuring disciplined execution, clear communication, and high-quality outcomes.
Shift Timings: 2pm - 11pm IST
Primary Responsibilities:
- Prepares project plans and drives the project from planning to implementation to production release
- Manages project schedule and task details by utilizing project management tools such as reports, tracking charts, checklists, and project scheduling software
- Monitors and reports on project progress to senior management
- Proactively identifies and mitigates project risks and issues
- Ensures we are accounting for critical dependencies within the project
- Collaborates with the other team members throughout the development lifecycle, including working closely with Product Managers, Data Science, and Engineering team members to ensure the set of activities required to release a product is adequately planned and managed
- Accepts ownership for taking on new problems and challenges and proactively explores opportunities to add value to the overall effort Optum Insight Technology & Engineering organization
- Works with less structured, more complex issues
- Serves as a resource to others

Required Qualifications:
- Graduate degree or equivalent experience
- 8+ years in a project management role on software development projects
- Experience leveraging multiple methodologies, including Waterfall and Agile, to successfully deliver projects and programs in a matrixed environment
- Knowledge and working experience in project management tools
- Proficiency in change management and proactive risk management
Critical Skills:
- Proven track record in managing multiple projects simultaneously
- Solid organizational skills including attention to detail and multi-tasking skills
- Solid understanding of project delivery processes
- Demonstrated ability to work well with management teams, staff, and internal and external customers
- Excellent verbal and written communication skills
- Solid persuasion and negotiation skills, including conflict resolution skills
- Ability to demonstrate analytical and problem-solving skills
