The Chief of Staff / Program Manager serves as a trusted advisor and force-multiplier to the VP of Payer Go To Market, driving the operational rigor, standardization, and execution discipline needed to run a newly unified GTM organization across Payment Integrity, Network Management, Ancillary Benefit Management, Software, SGS / Program Integrity, and Risk & Quality. This role turns strategy into action-owning the operating cadence, standardizing how we solution, price, launch, and grow, and ensuring the right people are engaged at the right time across a complex matrix of Product, Sales, Marketing, Operations, and Finance.

This is a high-impact, high-visibility role for a leader who operates with equal fluency in strategy and execution-someone who can anticipate what lies ahead, connect dots across workstreams, and move quickly from idea to disciplined delivery.

You'll enjoy the flexibility to work remotely * from anywhere within the U.S. as you take on some tough challenges. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.

Primary Responsibilities:

  • Operating cadence: Own and enforce the GTM operating rhythm-leadership team agendas, QBRs, monthly business reviews, and executive updates-ensuring focus, follow-through, and accountability
  • Standardization & frameworks: Build and govern standardized approaches for RFPs, solutioning, pricing inputs, and go-to-market playbooks so the team operates from a single, consistent model
  • Source-of-truth content: Establish and maintain a governed library of sales, marketing, and product positioning materials, ending version sprawl and conflicting messaging across sales and market teams
  • Product launch discipline: Stand up and enforce launch tollgates in partnership with Product and Marketing, ensuring new solutions are truly 'ready to sell' on day one
  • Strategic initiatives: Lead cross-functional initiatives and special projects on behalf of the VP-scoping, driving, and reporting to completion
  • Business performance & reporting: Develop and track MBOs/KPIs, build executive briefing materials, and surface areas requiring leadership attention in a structured, solution-oriented format
  • AI enablement: Use enterprise-approved AI tools to streamline workflows, automate tasks, drive continuous improvement, and evaluate emerging trends that inform solution design and strategic innovation
  • Matrix orchestration: Facilitate alignment across Product, Sales, Marketing, Operations, and Finance, ensuring the right stakeholders are engaged at the right time and reducing escalation-driven work
  • Trusted advisor: Provide insight, analysis, and recommendations to the VP on key decisions; represent the leader in forums as needed

Required Qualifications:

  • 6+ years of experience in strategy, program/project management, business operations, or a chief-of-staff-type role
  • 5+ years of experience leading complex, cross-functional initiatives with multiple stakeholders in a matrixed environment
  • 5+ years of experience building an operating cadence, standardized frameworks, and governance from the ground up
  • Exceptional written and verbal communication skills, including executive-level briefing and presentation development
  • Proven solid analytical skills-able to synthesize data into clear insights, recommendations, and decision-ready materials
  • Proven ability to influence and lead without direct authority across senior stakeholders

Preferred Qualifications:

  • Experience in a strategy, innovation, or advisory function within OptumInsight or a comparable healthcare technology/services organization
  • Experience partnering across centralized and business-aligned GTM/strategy organizations
  • Working knowledge of the Payer landscape-payment integrity, risk & quality, network management, pricing, and/or claims platforms
  • Familiarity with go-to-market functions (sales enablement, solutioning, pricing, product commercialization)
  • Proven track record of driving standardization, content governance, or operating-model transformation
  • Proven comfort operating in a fast-paced, ambiguous, high-growth environment
