The Enterprise Enablement Learning & Development (L&D) Program Manager is responsible for designing, delivering, and continuously improving scalable, enterprise-wide development programs that enhance employee capability, engagement, and retention.
This role operates at the intersection of business strategy and workforce transformation, translating organizational priorities into impactful learning experiences that support employee growth, career progression, and operational excellence.
Partnering closely with business leaders, HR, and People Business Partners, the Program Manager builds and executes development programs across the employee lifecycle-from onboarding through advanced career development-driving measurable outcomes in engagement, performance, and retention
Primary Responsibilities:
- Design and deliver enterprise learning and development programs that support employee growth, capability-building, and career progression
- Lead onboarding, early-tenure, and continuous learning programs to strengthen employee engagement and performance
- Develop and track key program metrics, including adoption, engagement, time-to-proficiency, and business impact
- Partner with HR, People Business Partners, and business leaders to identify and address workforce development needs
- Build role-based learning journeys, skills frameworks, and proficiency models to drive consistent readiness across teams
- Create scalable enablement solutions that support rapid hiring, growth, and evolving business complexity
- Lead change management and adoption strategies, including stakeholder alignment and communication planning
- Align learning initiatives with operational priorities by partnering with delivery, quality, and business teams
- Establish program governance, ownership models, and continuous improvement processes

Required Qualifications:
- 7+ years of progressive experience in Learning & Development, Organizational Development, Training Development, or Workforce Enablement
- 3+ years leading enterprise or large-scale programs impacting 500+ employees or cross-functional business units
- Demonstrated experience designing and implementing end-to-end learning programs, including onboarding, role-based development, and career progression frameworks
- Experience partnering with senior business leaders and HR/PBPs to align development strategies to workforce and business priorities
- Experience managing multiple concurrent programs with measurable business impact in a fast-paced, matrixed environment
- Experience partnering cross-functionally with HR and business leaders
- Experience with change management and adoption strategies
- Solid understanding of adult learning principles and employee development strategies
- Proven ability to lead complex programs from strategy through execution
- Proven solid stakeholder management and influencing skills
- Proven data-driven approach to program design and performance measurement
- Proven ability to define and measure program success using metrics such as time-to-proficiency, adoption rates, engagement scores, and retention outcomes
Preferred Qualifications:
- Master's degree in Organizational Development, Business Administration, Human Resources, or related field
- Certification in Instructional Design, Change Management (e.g., Prosci), or Coaching/Leadership Development
- Experience supporting enterprise transformations, rapid growth environments, or workforce scaling initiatives (e.g., hiring ramps of 100+ employees annually)
- Experience implementing or optimizing Learning Management Systems (LMS) or learning technologies at scale
Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). The salary for this role will range from $91,700 to $163,700 annually based on full-time employment. We comply with all minimum wage laws as applicable.
