UHC Payment Integrity (PI) in partnership with Optum PI, Optum Analytics and the UHG CDO office are in the process of building a scalable data intel and performance delivery solution that will provide the necessary data insights, management controls and business intelligence to more effectively run the business and modernize data to drive growth and enhanced Provider experiences.

This effort will result in a scalable solution offering four key capabilities that include but are not limited to, a secure single source of truth PI claims data repository, interactive data visualization capabilities (financial, operational, experience), integrated early alert and management remediation controls and an advanced data center that enables the use of advanced analytics and leveraging AI/ML to modernize data.

As a Senior Business Systems Analyst - Technical BA, you will be responsible for analyzing, interpreting, and documenting business requirements while ensuring alignment with established data governance standards.

In this role, you will be a key contributor to advancing data ingestion, data transformation, metric curation and A.I. readiness and will collaborate closely with fellow BA's to promote standardization, consistency, and solid data governance practices throughout the team.  You will refine and clarify information needs, define data delivery methods, and translate business needs into technical requirements.

Your responsibilities will include evaluating system outputs, interpreting business needs, supporting end users, identifying enhancements, performing impact analysis, and coordinating with cross-functional teams. Leveraging your technical expertise,  you will ensure data quality, compliance, and practices are consistently applied.

Primary Responsibilities:

  • Agile Collaboration & Backlog Refinement: Actively participate in backlog refinement sessions as part of the Scrum Feature Team, ensuring backlog items are clearly defined, meet the Definition of Ready (DoR) and Definition of Done (DoD), and reflect current business and technology priorities
  • Requirements Gathering & Analysis: Elicit, analyze, and validate business requirements through close collaboration with stakeholders, ensuring alignment with strategic goals and technical feasibility
  • User Story Development: Write and refine user stories with clear, testable acceptance criteria, ensuring traceability to business objectives and readiness for development
  • Solution Validation: Work with stakeholders to confirm that delivered solutions meet business needs and deliver measurable value
  • Stakeholder Engagement: Collaborate with the Product Owners, Capability Managers and business stakeholders to clarify requirements and ensure a shared understanding across the team
  • Testing & Quality Assurance: Support business SMEs in developing test scenarios and lead efforts in User Acceptance Testing (UAT) to ensure solution quality
  • Continuous Improvement: Participate in regular inspect-and-adapt cycles to improve team practices, reduce waste, and enhance delivery effectiveness
  • Agile Documentation: Maintain Agile artifacts using a "just enough, just in time" approach, ensuring all mandatory deliverables and sign-offs are stored appropriately
  • Sprint Planning & Execution: Contribute to sprint planning and help define sprint goals that align with business priorities and team capacity
  • Team Collaboration & Ownership: Collaborate within Scrum Teams to self-organize, manage workload, and ensure sustainable delivery of high-value features
  • Transparent Communication: Foster open, high-frequency communication to build trust, ensure alignment, and support successful delivery

Required Qualifications:

  • Proven solid experience in business analysis, including requirements elicitation, documentation, and validation
  • Proven experience in business process analysis and workflow optimization
  • Demonstrated solid communication skills, with the ability to clearly articulate complex ideas to both technical and non technical audiences
  • Proven experience working with end users to gather and refine business requirements
  • Demonstrated ability to effectively liaise between business subject matter experts and technical teams
  • Demonstrated solid organizational skills, with the ability to manage multiple priorities and meet tight deadlines
  • Demonstrated foundational understanding of data engineering principles
  • Demonstrated solid understanding of relational database concepts, with intermediate to advanced SQL proficiency
  • Demonstrated proficiency in Microsoft Office and collaboration tools, including Excel, Visio, PowerPoint, and SharePoint, with familiarity in governance platforms
  • Demonstrated ability to work effectively in a fast paced, Agile environment
  • Proven ability to work under pressure while managing multiple priorities
  • Demonstrated fluency in English, both written and spoken

Preferred Qualifications:

  • Demonstrated knowledge of the U.S. health insurance industry, particularly in claims adjudication and Payment Integrity
  • Demonstrated knowledge of cloud databases such as Snowflake and Databricks
  • Proven experience working across the Software Development Lifecycle (SDLC), including Agile and Waterfall methodologies
