The Product Owner will lead the intake, prioritization, and delivery of data acquisition and transformation initiatives that enable Optum Insight data to be securely sourced, transformed, and made available within Databricks for enterprise consumption. This role serves as the primary liaison between business stakeholders, the Workforce Program Manager, Optum IT resources, and data consumers to ensure data products are delivered in alignment with business objectives, governance requirements, and technical standards.

The Product Owner will own the product backlog, define features and user stories in Rally, facilitate cross-functional collaboration, and drive the successful delivery of transformed data assets into Databricks in a consumable and scalable format.

Primary Responsibilities:

Product Ownership & Delivery

  • Own and manage the product backlog for data acquisition and transformation initiatives
  • Define, prioritize, and refine Features, User Stories, and Acceptance Criteria within Rally
  • Partner with business stakeholders to understand data needs, use cases, and consumption requirements
  • Ensure delivered data products align with organizational priorities and strategic objectives
  • Facilitate sprint planning, backlog grooming, and prioritization activities

Data Acquisition & Access Management

  • Partner with Optum IT resources to identify, request, and secure access to required Optum Insight data assets
  • Coordinate data permissions, governance approvals, and security requirements across multiple teams
  • Track and manage dependencies related to data sourcing and access approvals
  • Ensure compliance with enterprise data governance and security policies

Data Transformation & Databricks Enablement

  • Collaborate with technical teams to define transformation requirements and target-state data structures
  • Translate business requirements into actionable technical work items
  • Validate transformed datasets meet business and reporting requirements
  • Support the migration and onboarding of transformed data into Databricks
  • Ensure data is delivered in a consumable, documented, and scalable format for downstream users

Stakeholder Management

  • Partner closely with the Workforce Program Manager to align delivery timelines, dependencies, and business priorities
  • Serve as the primary point of contact between business stakeholders, Optum IT, and data engineering teams
  • Communicate progress, risks, issues, and dependencies to leadership and project stakeholders
  • Facilitate decision-making and remove blockers impacting delivery

Agile Execution

  • Utilize Rally to manage work intake, backlog prioritization, sprint planning, and delivery tracking
  • Create and maintain Features, User Stories, Acceptance Criteria, and release plans
  • Monitor team velocity, delivery progress, and backlog health
  • Drive continuous improvement within Agile delivery processes

Required Qualifications:

  • 5+ years of experience as a Product Owner, Business Analyst, Data Product Owner, or similar role
  • 5+ years of experience working in Agile environments with strong knowledge of Scrum and SAFe methodologies
  • 5+ years of experience managing backlogs and creating Features and User Stories in Rally
  • 5+ years of experience partnering with technical teams on data integration, transformation, or analytics initiatives
  • 5+ years of experience with stakeholder management and cross-functional collaboration skills
  • Access to reliable transportation and valid US driver's license

Preferred Qualifications:

  • Experience working with Databricks, cloud-based data platforms, or enterprise data warehouses
  • Knowledge of healthcare, payer, provider, or Optum data ecosystems
  • Experience with enterprise data governance, security, and access management processes
  • Familiarity with ETL/ELT concepts, data modeling, and data transformation practices
  • Experience coordinating across multiple technology and business organizations.
  • Ability to translate business requirements into technical deliverables
  • Excellent communication, facilitation, and organizational skills

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you'll find a far-reaching choice of benefits and incentives. The salary for this role will range from $91,700 - $163,700 annually based on full-time employment. We comply with all minimum wage laws as applicable.
