The Senior Regulatory Adherence Analyst will play a critical role within the OptumRx Pharmacy Licensing Team, leading the development, execution, and continuous improvement of a comprehensive pharmacy licensing implementation program. This position will be responsible for creating scalable processes, project frameworks, and governance structures that support pharmacy licensing activities across the organization. The successful candidate will partner closely with Licensing, Legal, Compliance, Regulatory Affairs, Operations, and business stakeholders to ensure new and existing pharmacy licensing requirements are integrated effectively into operational workflows. This role will serve as a strategic resource for complex licensing initiatives, helping drive consistency, efficiency, and regulatory compliance across pharmacy implementation projects.

Primary Responsibilities

  • Develop, implement, and maintain a pharmacy licensing implementation program that supports new pharmacy openings, acquisitions, ownership changes, officer changes, remodels, rebranding initiatives, and license closures
  • Create standardized project plans, implementation methodologies, tools, documentation, and governance processes to support licensing activities across multiple pharmacy business lines
  • Lead cross-functional implementation efforts by coordinating activities among Licensing, Legal, Compliance, Regulatory Affairs, Operations, Facilities, Credentialing, and business stakeholders
  • Establish project tracking, reporting, and performance metrics to monitor implementation milestones, identify risks, and ensure timely completion of licensing initiatives
  • Evaluate current licensing workflows and develop process improvements that increase efficiency, reduce risk, and enhance regulatory compliance
  • Serve as a subject matter expert on pharmacy licensing requirements and implementation practices, providing consultation and guidance to internal stakeholders
  • Support organizational growth initiatives by integrating licensing requirements into new business opportunities, pharmacy launches, acquisitions, and operational expansions
  • Develop and maintain implementation playbooks, standard operating procedures, training materials, and best practices for pharmacy licensing projects
  • Monitor and interpret regulatory changes affecting pharmacy licensing and incorporate new requirements into implementation processes
  • Identify project risks and compliance concerns and appropriately escalate issues to licensing leadership
  • Partner with regulatory agencies, including State Boards of Pharmacy, the DEA, and other state and federal regulators, as necessary to support licensing implementation activities
  • Operate effectively within a highly matrixed Legal, Compliance, Regulatory Affairs, and business environment across Optum, UnitedHealthcare, and delegated entities

Required Qualifications:

  • High School Diploma/GED 

  • 2+ years of experience in healthcare regulatory licensing, enrollment, or a related compliance function
  • 1+ years of experience with state regulatory pharmacy licensing along with knowledge of multi state Board of Pharmacy licensing requirements
  • 1+ years of experience managing multiple deadlines with high level of accuracy

Preferred Qualifications:

  • Experience developing implementation programs, operational frameworks, or project management methodologies
  • Knowledge of multi-state pharmacy licensing regulations and pharmacy operations
  • Experience collaborating within highly matrixed organizations involving Legal, Compliance, Regulatory Affairs, and Operations teams
  • Experience creating standard operating procedures, process maps, training materials, and governance structures
  • Project management certification or formal project management experience
  • Strong analytical, organizational, project management, and problem-solving skills
  • Exceptional written and verbal communication skills, including the ability to communicate effectively with senior leadership and diverse stakeholder groups
  • Demonstrated ability to work independently, drive initiatives from concept through implementation, and achieve established goals

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you'll find a far-reaching choice of benefits and incentives. The salary for this role will range from $72,800 to $130,000 annually based on full-time employment. We comply with all minimum wage laws as applicable.
