The role is responsible for end to end HR Operations with strong ownership of Vendor Management, Contract & Compliance Oversight, Background Verification, Payroll Interfaces, and Audit Readiness. The position supports large scale, multi geography hiring operations and ensures process excellence, SLA adherence, and regulatory compliance, aligned with Optum/UHG standards.

Primary Responsibilities:

  • HR Operations & Compliance
    • Ensure compliance with internal policies and regulatory requirements
    • Conduct internal and external audits; remediate gaps and drive audit readiness
    • Maintain strong governance around SLAs, SOPs, and compliance trackers
  • Vendor & Contract Management    
    • Own vendor lifecycle including onboarding, performance monitoring, audits, renewals, and exits
    • Manage contracts, Statements of Work (SOW), Work Orders (WO), and Purchase Orders (PO)
    • Ensure vendor adherence to contractual, financial, and compliance obligations
    • Partner with Legal, Finance, and Procurement on contract governance and risk mitigation
  • Billing & Financial Controls    
    • Validate inputs against PO values, SLAs, and timesheets
    • Ensure accurate invoicing, billing, and accruals
    • Track payroll elements including wages, bonuses, revisions, and compliance components
  • Reporting, MIS & Analytics    
    • Maintain comprehensive HR dashboards covering hiring, compliance, vendors, and termination
    • Prepare periodic operational and audit reports for leadership review
    • Identify trends, bottlenecks, and opportunities for process optimization
  • Stakeholder Management
    • Act as a primary point of contact for internal stakeholders and external vendor partners
    • Drive continuous improvement, automation, and cost efficiency initiatives
  • Comply with the terms and conditions of the employment contract, company policies and procedures, and any and all directives (such as, but not limited to, transfer and/or re-assignment to different work locations, change in teams and/or work shifts, policies in regards to flexibility of work benefits and/or work environment, alternative work arrangements, and other decisions that may arise due to the changing business environment). The Company may adopt, vary or rescind these policies and directives in its absolute discretion and without any limitation (implied or otherwise) on its ability to do so

Required Qualifications:

  • Graduate degree or equivalent experience in Human Resources, Business Administration, or related field
  • 5+ years of experience in recruitment operations, vendor management, or HR operations in a fast-paced, matrixed organization
  • Hands on experience with background verification, onboarding, and HR lifecycle processes
  • Experience in reporting and analytics with the ability to interpret recruitment data and provide actionable insights
  • Working knowledge of employment laws, compliance standards, and data privacy requirements relevant to recruitment
  • Solid understanding of end-to-end recruitment lifecycle, operations, and service delivery models (RPO/shared services environments preferred)
  • Proven exposure to HRMS platforms (preferably Mercury, ORC & Taleo)
  • Proven solid problem-solving skills, attention to detail, and a continuous improvement mindset
  • Demonstrated ability to manage multiple priorities and meet deadlines in a high-volume environment
  • Proven effective communication and stakeholder management skills, with the ability to collaborate across teams and levels

  • Operate with enterprise governance mindset, ensuring all processes are audit ready and policy compliant
  • Maintain clear documentation and data traceability for all vendor, hiring, and referral transactions
  • Ensure segregation of duties, approval controls, and escalation protocols are followed
  • Embed privacy, data security, and ethical standards in all HR and vendor interactions
  • Demonstrate ownership, accountability, and proactive risk identification
  • Champion continuous improvement, automation, and efficiency aligned to Optum's transformation agenda
  • Act as a trusted partner to TA, Finance, Legal, EP, and Compliance teams
