The technology product management organization designs, develops, and manages activities for a specific product or group of products, from product definition and planning through production, release, and end-of-life. It is responsible for management of the full product lifecycle with a technical focus, including the strategy, design, development, management, and end-of-life of new, existing, or acquired products. 

The organization leverages market insights and emerging technology developments and trends to understand market/customer needs, as well as identify new opportunities or make adjustments to current product offerings. Team members balance deep subject matter expertise with knowledge of business use cases and strong technical aptitude.

The organization is accountable for delivering product performance in alignment with expectations and updates changes to a product portfolio to improve competitive position and produce optimal product performance to meet customer and market needs. It is accountable to the OptumServe business line P&L owners and is responsible for cross-functional stakeholder management, including (but not limited to) design, engineering, scrum teams, and business leaders.

To support this mission, OSIT has embarked on a multi-year modernization journey, within which the Software Engineer will play a key role: working within our legacy application as we update it to a cloud-native platform which follows modern design standards.

You'll enjoy the flexibility to work remotely* from anywhere within the U.S. as you take on some tough challenges. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.

To deliver on the organization's responsibility, the Tech Product Manager position conducts the following:

  • Supports capabilities under a product area
  • Understands the "what & why" of initiatives, parent features, and features and how each may impact the users and customers
  • Understands and contributes to initiatives and value propositions to deliver thoughtful, holistic solutions
  • Represents 'the voice of the customer' in technical discussions with architecture and engineering
  • Demonstrates empathy for the customer journey; understands applicable personas
  • Understands and effectively partners with users, business, technology, and product teams to delight consumers
  • Identifies and appropriately leverages SMEs
  • Partners with product managers/owners to prioritize work to meet obligations and opportunities
  • Understands overall product strategy and roadmap
  • Understands the demand, priorities, and scrum team capacity
  • Ensures features are directly tied to OKRs
  • Decomposes capabilities into manageable features; partners with engineering teams on the creation of requirements and user stories; collaborates with Business Partners to gather any information required for user story creation
  • Effectively balances needs of operations and technical teams
  • Can articulate to partners an understanding of core technology enabling business functions
  • Contributes and supports backlog priorities
  • Builds relationships to be a trusted partner
  • Operates in an ambiguous and dynamic environment and adopts a growth mindset
  • Uses clear and organized communication when connecting with stakeholders
  • Uses evidence-based research and facts to influence and drive decisions
  • Uses quantitative and qualitative data to assess priorities and influence roadmaps
  • Attends trainings to further advance knowledge

Required Qualifications: 

  • HS Diploma or GED equivalent
  • 3+ years of experience in product management or technology delivery roles working alongside Engineers including gathering requirements, assisting in identifying user stories and delivering against product roadmaps
  • 3+ years of experience working in an agile or scaled agile development environment
  • 3+ years of experience in analyzing customer needs, customer engagement, and product performance
  • 1+ years of experience executing work across matrixed product teams
  • U.S. Citizen

Preferred Qualifications: 

  • Undergraduate degree or equivalent experience
  • Certified Scrum Product Owner
  • LESS certification
  • 4+ years of experience in product management or technology delivery roles working alongside Engineers
  • 4+ years of experience working in an agile or scaled agile development environment
  • 4+ years of experience in analyzing customer needs, customer engagement, and product performance
  • Experience with application development and software integrations
  • Experience in Healthcare
  • Experience working with state or federal government clients, including the bidding and implementation process
  • Experience leveraging AI tools in the software development (or product) lifecycle in order to improve quality and efficiency

Capabilities:

  • Ability to present complex ideas in a clear, concise fashion to technical and non-technical audiences
  • Ability to represent 'the voice of the customer' in technical discussions with architecture and engineering
  • Demonstrated ability to achieve goals in a matrix environment
  • Solid research and problem solving skills

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you'll find a far-reaching choice of benefits and incentives. The salary for this role will range from $72,800 to $130,000 annually based on full-time employment. We comply with all minimum wage laws as applicable.
