The People Business Partner (PBP) is a senior, strategic advisor and trusted partner to executive and senior leaders supporting the Home Health & Hospice business. This role is responsible for aligning enterprise and business-specific people strategies with operational and clinical objectives to drive organizational effectiveness, leadership capability, workforce readiness, and a strong, compliant and engaged employee experience across a complex, regulated care delivery environment.
Operating with a high degree of autonomy and influence, the People Business Partner translates business strategy into integrated workforce, talent and organizational solutions. The role collaborates closely with People Experience Partners (PXPs), Labor Relations and Centers of Excellence to proactively identify risk, guide leaders through change and ensure consistent, high-quality execution of core people processes while maintaining a forward-looking, enterprise mindset.

Hybrid in MN/DC: This position follows a hybrid schedule with four in-office days per week.
Primary Responsibilities:
Strategic Business Partnership
·Serve as the primary people strategy advisor to senior leaders within Home Health & Hospice, building deep understanding of clinical workforce models, care delivery operations, financial drivers and regulatory considerations
·Translate business growth, access and care model strategies into integrated workforce and talent plans that ensure the right capabilities and leadership are in place
·Proactively identify, assess and mitigate people-related risks that could impact patient care, clinician supply, leadership capacity, compliance or employee experience
Talent & Leadership Strategy
·Lead talent strategy for the Home Health & Hospice business, including executive hiring, succession planning, leadership readiness and enterprise talent review processes
·Provide executive coaching to senior clinical and operational leaders to strengthen leadership capability, decision-making and accountability
·Partner with leaders to address critical performance, engagement, retention and capability gaps across a highly distributed clinical and operational workforce
Organization Effectiveness & Change Management
·Lead and support complex organizational design, restructuring, integration and transformation initiatives aligned to evolving care models and growth priorities
·Partner closely with PXPs, Labor Relations and Centers of Excellence to manage complex employee relations matters and high-risk people issues in a regulated environment
·Leverage workforce, engagement and operational data to inform recommendations, support decision-making and measure the effectiveness of people strategies
Enterprise Leadership & Governance
·Ensure Home Health & Hospice People strategies are aligned with broader Optum Health and UnitedHealth Group priorities, governance expectations and operating models
·Influence enterprise decisions through strong executive presence, disciplined governance participation and cross-functional collaboration

Required Qualifications:
10+ years of experience as a senior People or HR Business Partner supporting executive leaders in care delivery, clinical services or highly regulated operational environments
10+ years of demonstrated expertise in organizational design, workforce planning, talent management, succession planning and large-scale change leadership
Prior experience working in a regulated environment
Prior experience in M&A and large-scale integrations
Prior experience in organizational design, restructuring, integration and transformation initiatives
Prior experience building workforce models, serving in an operations capacity while also overseeing financial drivers and regulatory considerations
Solid consultative, executive coaching and influencing skills with the ability to effectively challenge and advise senior leaders
Proven ability to analyze and translate workforce and business data into actionable insights and recommendations
Ability to operate independently, manage ambiguity and deliver results in a fast-paced, complex environment
Willingness to travel up to 80%
Success in Role - 12-18 Month Outcomes
Established solid, trusted advisory relationships with senior Home Health & Hospice leaders and is consistently sought out as a thought partner on workforce, leadership and organizational decisions
Demonstrated measurable impact on leadership effectiveness, organizational health and workforce readiness through effective coaching, strategic influence and data-informed decision-making
Led successful talent reviews, succession planning and leadership readiness efforts, resulting in increased visibility to critical roles and bench strength
Delivered successful organizational design and change initiatives aligned to care model evolution, integration or growth priorities, with strong leader alignment and employee readiness
Effectively identified and mitigated people-related risks impacting compliance, employee experience or patient care through proactive partnership with PXPs, Labor Relations and Centers of Excellence

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you'll find a far-reaching choice of benefits and incentives. The salary for this role will range from $200,400 to $343,500 annually based on full-time employment. We comply with all minimum wage laws as applicable.
