As OTC Sr. Product Manager, you will be responsible for leading the strategy, design, and execution of OTC+ benefits administered through UCard, including Food, OTC, Utilities, In-home Care, and Fitness. This role is accountable for delivering a cohesive, compliant, and high-performing member experience across a complex and growing portfolio of supplemental benefits.

You will partner closely with cross-functional leaders, including Product, Operations, Technology, Legal, Compliance, Finance, and external vendors, to define program strategy, drive execution, and ensure alignment to business goals, regulatory requirements, and member needs.

Success in this role will be based on your ability to think strategically while leading day-to-day execution, synthesize complex information to drive clear decisions, and lead through influence in a highly matrixed environment.

This role operates in a highly regulated environment and requires solid judgment, governance leadership, and the ability to balance member experience, compliance, operational feasibility, and financial outcomes-particularly as the organization adapts to rapid change.

Primary Responsibilities:

  • Lead strategy development and execution across the OTC+ benefit portfolio, ensuring alignment to enterprise goals 
  • Lead research to support understanding consumer needs in evolving market and regulatory dynamics
  • Serve as the end-to-end product owner across benefit design, operational execution, and ongoing optimization
  • Define and evolve the end-to-end member experience across digital, call center, retail and vendor channels, driving a seamless and intuitive experience
  • Lead complex, cross-functional initiatives, including regulatory response efforts, ensuring compliant and scalable solutions
  • Lead development and monitoring of KPIs across utilization, spend, and member experience; partner with analytics and finance to monitor performance and inform roadmaps
  • Own vendor strategy and performance management across key partners, including escalation management and resolution of high-impact issues
  • Lead cross-functional alignment where business objectives, regulatory requirements, and operational constraints intersect, clearly articulating trade-offs to stakeholders to drive decisions
  • Own the product roadmap; partner with internal teams to support successful plan year launches, mid-year enhancements, and ongoing program evolution
  • Proactively monitor and mitigate emerging risks, operational challenges, and member experience issues, and lead coordinated responses to maintain program performance
  • Serve as a subject matter expert on complex benefit design, eligibility rules, and compliance, providing guidance to leadership and partners

Required Qualifications:

  • 5+ years of experience in product management, program management, or strategy within a complex, matrixed environment
  • Experience operating in a highly regulated environment, with demonstrated ability to interpret and operationalize regulatory requirements
  • Experience managing vendor relationships and/or program budgets, including performance oversight and issue resolution
  • Experience developing executive-level communications and presenting to senior leadership
  • Solid analytical skills and ability to interpret data across utilization, financial performance, and member experience metrics
  • Demonstrated ability to drive execution with solid project management discipline and organizational rigor
  • Demonstrated ability to manage multiple priorities, navigate ambiguity, and drive results in a fast-paced environment
  • Proven ability to lead cross-functional initiatives and influence stakeholders across Product, Operations, Compliance, Legal, and Technology

Preferred Qualifications:

  • Experience in Medicare Advantage and/or supplemental benefits (e.g., OTC, Food, Utilities, or similar programs)
  • Familiarity with UCard or similar financial technology benefit delivery platforms
  • Experience supporting regulatory changes or large-scale compliance initiatives
  • Solid understanding of member engagement strategies and omnichannel experience design
  • Experience leveraging data and analytics to drive strategic decision-making and continuous program optimization, including retention and engagement outcomes
  • Ability to drive change, build consensus, and influence decisions across all levels of the organization
  • Experience working with retail or merchant-integrated experiences
  • Experience leveraging AI and automation tools to streamline workflows, reduce manual effort, and improve operational efficiency across complex business processes

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you'll find a far-reaching choice of benefits and incentives. The salary for this role will range from $112,700 to $193,200 annually based on full-time employment. We comply with all minimum wage laws as applicable.
