The Director, Strategic Planning, Execution & Enablement is responsible for driving integrated business planning, operational execution, financial management, analytics, and people-centric enablement across Government Consumer Operations. This role serves as connective tissue across strategy/strategic planning, operations leaders, finance, workforce management, Consumer Services level centralized financial management & communications, and people functions to ensure priorities are clearly defined, progress is measurable, outcomes are achieved, and employees are engaged and enabled to deliver on the Government Consumer Operations vision. In addition, this role leads the teams responsible for performance optimization, reporting, and execution governance, ensuring leaders have clear goals, actionable insights, and the tools needed to improve outcomes.
You'll enjoy the flexibility to work remotely * from anywhere within the U.S. as you take on some tough challenges. For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.
Primary Responsibilities:
Strategy, Planning & Financial Management
- Lead multi-year and annual GCO business planning, including priorities, success metrics, milestones, and execution reviews
- Establish and manage integrated performance goals and Monthly Business Objectives (MBOs) in partnership with senior GCO leaders
- Oversee tracking and governance of financial commitments, including SG&A, headcount, productivity, FTE glidepaths, PP&A, capital investments, and charitable giving
- Develop and manage capital and initiative pull-through frameworks to ensure delivery against financial, operational, and outcome targets
- Drive ad hoc strategic initiatives aligned to enterprise and GCO priorities
Operational Execution, Reporting & Analytics
- Design and oversee standardized operational, financial, and outcome metrics, dashboards, and scorecards
- Own executive-level reporting and performance forums (daily/weekly reviews, MBRs, QBRs, MBO reviews, close reporting, and ad hoc leadership requests)
- Lead intake, prioritization, and delivery of analytic and reporting requests, ensuring effective use of BI and analytics resources
- Conduct and oversee complex analysis, forecasting, and trend interpretation; translate insights into clear, actionable recommendations
- Partner with Operations and functional leaders to identify performance gaps and implement improvement solutions
- Facilitate governance and approvals for FTE, resource, and investment requests
- Oversee performance management tools and platforms in partnership with Technology teams
Executive Leadership Enablement
- Serve as a trusted advisor to GCO senior leaders, providing focus on the highest-value work
- Drive cross-functional alignment and issue resolution across Operations, Finance, Technology, Workforce, and People teams
- Lead onsite planning, leadership offsites, and enterprise operating reviews, including agenda design, pre-reads, facilitation, and follow-through
- Establish execution governance models to ensure accountability, clarity of ownership, and progress tracking
- Anticipate leadership needs and proactively surface risks, dependencies, and decision points. perspective on priorities, risks, trade-offs, and sequencing
- Shape leadership agendas, operating rhythms, and decision forums to ensure 4. Executive Communications, Storytelling & Change Leadership
- Develop executive-ready narratives and storytelling that translate complex performance data into clear, compelling leadership messages
- Partner with Communications teams to design and deliver high-impact, consistent messaging aligned to the GCO vision and strategy
- Own preparation of executive presentations and materials for internal and enterprise forums
- Lead change management, readiness, and communication strategies supporting major initiatives and operating model shifts
People-Centric Enablement, Communications & Change Management
- Lead development and execution of communication strategies that support the Government Consumer Operations vision, business priorities, and employee engagement
- Partner with communications teams to source key stories, develop messaging, and ensure consistent, high-impact communications across Government Consumer Operations
- Lead and coordinate employee engagement initiatives across all Government Consumer Operations functions, including partnership with Consumer Services Employee Experience Programming and the People teams
- Support learning and education initiatives across Government Consumer Operations to build capability and drive performance
- Lead, develop, and mentor teams responsible for performance optimization, reporting, analytics, and enablement
Headcount Responsibility:
- Leads a team of 5 FTEs SG27-SG29
Scope of Responsibility/Span of Impact:
- Impacts full Government Consume Operations business

Required Qualifications:
- 5+ years of project management and analytical experience
- 5+ years of operations experience
- Proven experience managing financial tasks across internal partners
- Proven experience in operational planning, reporting, forecasting, and analytics
- Demonstrated experience partnering with senior leaders and facilitating executive-level performance reviews and decision forums
- Demonstrated experience operating in complex, matrixed environments
- Proven solid business, operational, and financial acumen with demonstrated ability to integrate strategy, execution, and people enablement
- Proven advanced analytical skills with the ability to synthesize complex information and translate insights into actionable recommendations
- Demonstrated ability to prepare and deliver executive-level presentations and reports
- Demonstrated solid communication skills, including executive storytelling with the ability to clearly convey performance insights and recommendations
Preferred Qualification:
- 5+ years of healthcare industry experience

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you'll find a far-reaching choice of benefits and incentives. The salary for this role will range from $159,300 to $273,200 annually based on full-time employment. We comply with all minimum wage laws as applicable.
