This Clinical Program Director is part of the Value Creation - Oncology, Genomics, and Laboratory Team, and will report directly to the Category-Lead National Medical Director.


This Value Creation Team is responsible for comprehensive affordability strategy development, direction, and execution within the fields of Oncology, Hematology, Genetics/Genomics, and Laboratory, as well as other Internal Medicine specialties. The Value Creation team is focused on cost, utilization management, value-based arrangements, quality improvement, revenue maximization, and improved provider and member experience.


The Oncology Clinical Program Director works with a team of Program Managers and analysts who support project plans, meetings, IT build, financing, and savings opportunity assessment.


This role will engage organizational partners to execute on comprehensive Value Creation strategy for this team's initiatives. This role will require a solid working knowledge of oncology clinical practices, as well as a strategic and critical thinking mindset with the ability to handle multiple priorities as well as the ability to drive implementation of initiatives with the support from Enterprise executive leaders to operational support teams.

Primary Responsibilities:

Initiative Implementation and Oversight:

  • Oversee comprehensive ideation, development, and implementation in partnership with internal and external partners
  • Partner with Medical Directors and key individuals to drive the development of clinical strategies
  • Manage resources including flexible and agile pool of Program Managers, assign projects and efficiently move them through the project lifecycle from end-to-end
  • Apply knowledge of reimbursement models and value-based arrangements
  • Build and develop relationships across teams to ensure effective support and feedback loops and that deliverables are met
  • Drive performance excellence, promote best practices and seek solution-oriented initiatives
  • Use problem solving skills and make decisions to move implementation forward
  • Expert in reviewing, evaluating, and documenting business requirements and facilitating discussions with operational and technology partners, based upon business requirements for IT-related projects
  • Ensure compliance with financial goals

Partnership Skills:

  • Develop and maintain strong relationships with executive leadership of internal teams and external vendors
  • Partner with executive leadership from all LOBs to achieve mutual success on achieving/exceeding targets
  • Develop and maintain strong relationships with provider groups/facilities for collaboration on clinical pilots and programs

Quantitative Analysis:

  • Lead critical thinking and creative problem solving
  • Develop cost benefit analyses and business cases for clinical programs
  • Develop and analyze Key Performance Indicators for clinical program for each line of business to define timelines and documentation necessary for financial compliance and performance
  • Interact with HCE and LOB Finance teams to verify and report out on aggregate program performance
  • Solve complex financial performance barriers
  • Work with program managers and predictive analytics teams to accurately model performance expectations to set realistic financial goals
  • Provide guidance to program managers in evaluation of data from analytic teams to correlate the expected affordability to the operational reality of the program
  • Research Skills
  • Ability to search for, analyze and present innovative ideas regarding implementation of clinical programs in pipeline
  • Research and resolve provider/member/network inquiries specific to Value Creation programs; collaborate with claims, operations, provider relations and clinical services to resolve issues and implement solutions

Presentation Skills:

  • Speak clearly on complex problems across a wide range of audiences
  • Provide regular updates regarding the implementation process and clinical programs for Joint Operating Committees, Team Leadership and Executive Sessions
  • Create & participate in senior management presentations, as requested

  • Demonstrated ability to work independently and systematically analyze complex issues, draw relevant conclusions, and implement effective solutions
  • Evaluation of current business processes to identify re-engineering opportunities; provides support in identifying, developing, and implementing process improvements and/or technical capability enhancements

Required Qualifications:

  • 6+ years of experience in a leadership / management role
  • 5+ years of healthcare experience with operational accountability
  • 3+ years of claims systems and/or reimbursement methodologies experience
  • Demonstrated experience, working knowledge of, and solid understanding of utilization management and value-based contracting
  • Superior data analysis skills and knowledge of Legal, Regulatory Health care requirements and Financial Performance reporting
  • Sound strategic, analytic, and critical thinking skills with proven ability to use clinical, administrative and claims data to identify opportunities, inform program design and measure process, clinical and financial outcomes
  • Solid history of quickly building relationships, gaining credibility, and partnering with business leaders. Must excel at building teams and collaborating across multiple distinct business groups
  • Ability to work with partner teams to design, build and implement IT support for clinical programs
  • Ability to communicate effectively and efficiently (both verbal and written) at multiple levels of large, complex organizations
  • Solid negotiation skills: the ability to gain acceptance from others of a plan or idea and achieve a mutually beneficial outcome
  • Demonstrated ability to manage others; ability to influence in executive settings
  • Proficiency with MS Office (Excel, Word, PowerPoint, and SharePoint)
  • Ability to travel up to 10% for team meetings as needed


Preferred Qualifications:

  • 5+ years of healthcare experience with operational accountability in oncology or oncology adjacent specialty
  • Experience with UHC business processes and data systems
  • Knowledge of Oncology clinical domain, prior authorization programs, and value-based care reimbursement models
  • Strategic thinking with proven ability to communicate a vision and drive results
  • Creative problem-solving skills
  • Self-starter, initiates work independently

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you'll find a far-reaching choice of benefits and incentives. The salary for this role will range from $134,600 to $230,800 annually based on full-time employment. We comply with all minimum wage laws as applicable.
