The Sr. Director, RFP Excellence Office (REO) plays a critical role in supporting competitively differentiated strategies, solutions and capabilities to support the Community & State (C&S) growth agenda and national strategy. The Sr. Director serves as the accountable owner for assigned RFP questions, ensuring the delivery of strategic, high-scoring responses that align with enterprise-wide assets and functional priorities. This leader will also lead strategic initiatives and targeted efforts to advance the C&S growth agenda and national strategy, while driving process improvement across the REO team.


The Sr. Director must have subject matter expertise in Medicaid [functional area]. They are accountable for collaborating across the enterprise to develop market-specific strategies, assess competitive positioning, and leverage proof points to craft compelling bid responses. This leader must have a solid understanding of Medicaid, D-SNP and related government programs and is accountable for maintaining a thorough understanding of the C&S business model.

Primary Responsibilities:

  • RFP Strategy and Execution:
    • Strategy and Solution Development: Create and maintain, in partnership with REO and functional area leadership, baseline strategy frameworks for assigned focus areas that align with best-in-class, differentiated offerings for competitive bid submissions. Leverage lessons learned from prior bid postmortems to refine strategies and drive improved performance
    • Response Strategy Development: Translate baseline strategy frameworks into market-specific RFP strategies, incorporating key insights from previous bids, competitor positioning, and proof points that demonstrate the efficacy of health plan programs
    • Competitive Analysis: Lead REO RFP Competitive Insights efforts to assess market trends, competitor solutions, and enterprise proof points for assigned focus areas to influence strategic planning and solution development to deliver highly competitive bid responses
    • Innovation: Identify opportunities for continuous improvement and innovation across the enterprise to enhance product offerings and maintain a competitive edge
    • Cross-Functional Engagement: Collaborate with teams across C&S, UHC, UHN and Optum to align bid strategies for assigned RFP questions and focus areas with organizational assets and ensure highly competitive RFP responses
    • Strategic Initiatives and Transformative Efforts: Spearhead strategic initiatives and transformative efforts to propel the C&S growth agenda and national strategy forward, while fostering innovation and driving process optimization across the REO team to elevate operational excellence and deliver high-impact RFP responses
  • Content Ownership and Coordination
    • Accountability for RFP Questions: Serve as the accountable owner for assigned RFP questions, ensuring cohesive, high-quality responses. Coordinate input from multiple functional areas and develop responses that align with state-specific goals and enterprise priorities. Accountable for multiple questions across multiple RFPs, based on the RFP pipeline
    • Strategic Influence: Cultivate and maintain solid relationships with key functional partners, offering strategic thought leadership and market insights to collaboratively influence and shape the vision and strategy for C&S, ensuring alignment with emerging market trends and competitive landscape analysis
    • Bid Preparation: Coordinate input across relevant functional teams, health plan leaders and growth teams (i.e., business development, bid readiness, proposal development, writing) to craft unified content for RFP responses, ensuring alignment with state-specific win themes and the delivery of competitive and compelling bid responses
  • Performance Outcomes
    • High-Quality Execution: Deliver RFP responses that consistently rank in the top 1st or 2nd scoring tiers for individually assigned sections
    • Time and Resource Management: Effectively manage multiple questions across multiple active bids (based on the RFP pipeline) while preparing for upcoming opportunities, ensuring seamless execution and alignment with strategic priorities
    • Process Improvement: Support innovation and continuous improvement efforts within response development and bid readiness processes
    • Team Development and Knowledge Sharing: Train, support, and onboard new GL29 team members throughout the RFP process by providing guidance, sharing best practices, and facilitating lessons learned to ensure consistency, quality, and continuous improvement across teams

Required Qualifications:

  • 5+ years of Medicaid, DSNP and/or Medicare experience
  • 3+ years of product or program design, management or implementation experience within a matrix environment, preferably in managed care or a related industry
  • 1+ years supporting RFP strategy and writing for government programs (i.e., Medicaid, D-SNP, Medicare)
  • Experience embedding AI-assisted ways of working into daily work (e.g., AI-generated competitive analysis, vendor performance analytics, executive presentations)
  • Commitment to work flexible hours to support bid preparation
  • Ability to travel up to 25% nationally

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you'll find a far-reaching choice of benefits and incentives. The salary for this role will range from $134,600 - $230,800 annually based on full-time employment. We comply with all minimum wage laws as applicable.
