The VP of Government Programs Clinical Programs & Operations has responsibility for developing and executingclinical programs and operations for Government program members participating in Dual-Eligible, Medicare and Medicaid programs. The role is accountable for managing a $3B+ clinical budget. This includes owning program investment as well as reduction and redesign decisions that have impact across Government Programs businesses. There will be accountability for program design, training design and execution, serving as a key stakeholder for IT development, clinical compliance oversight and workforce management for over 5,000 clinical FTEs. The role will be the clinical executive owner for M&A due diligence and RFP responses for both lines of business. The VP of Clinical Programs & Operations collaborates cross-functionallywith health plan market leadership, Optum Health, Enterprise Clinical Services, IT and UnitedHealth Care Clinical Service.

The leader will report to the CEO of Community & State and contribute to the leadership teams across Government Programs, interfacing with executive leaders within the organization to provide direction and decision making. Leaders that will report through the VP include the VP Complex Clinical Programs, Sr. Director Clinical Programs, Sr. Director Workforce Management and Training.

For all hires in the Minneapolis or Washington, D.C. area, you will be required to work in the office a minimum of four days per week.

Primary Responsibilities:

Business & Strategic Planning

• Leads development of the clinical programs and operations annual business plan and contribute to the business plans for Community & State and Medicare & Retirement.

• Translates strategic plans into team goals and is accountable to lead the design of practical plans for the markets to execute

• Supports investment prioritization and funding requests, including ROI, risk and financial analysis inputs

• Provides strategic input on the external clinical program landscape and payment reform trends, including strengths, gaps and market dynamics

End-to-End Capability Integration

• Accountable for driving end-to-end integration across member and provider touch points to create a single, holistic clinical model that can be effectively implemented in the markets

• Works across the enterprise to help drive alignment of medical and behavioral for the clinical services, network and operations areas of the business

Portfolio Management

• Supports the management of the government programs clinical portfolio to proactively improve competitive position and optimal performance

• Responsible for the design, development, management or sun-setting of new or existing programs

• Designs tools to monitor program effectiveness across the markets; partnering with health plan leadership to implement changes necessary to drive performance

Operations Management

• Across Government Programs, leads and drives large scale initiatives, assists with vendor and program governance, manages interdependencies, estimates and allocates resources

• Executes against strategic, tactical and operational goals in partnership with market, regional and national leadership

• Partners with key operations and support teams and leaders to define program requirements and expected benefits; ensures associated contractual and service level agreements are met

• Develops and maintains procedures in support of clinical policies, quality, and growth

Required Qualifications:

• Executive leader with 10+ years of demonstrated progressive career accomplishments, including senior leadership roles

• 7+ years health industry experience

• Expert at strategic conceptualization both at a local level and within the framework of being a part of a national organization

• Good negotiation, problem solving, planning and decision-making skills

• Accurately scopes out projects, sets objectives and goals, develops schedules and resource assignments, measures performance against goals and evaluates results

• Solid demonstrated ability to lead business initiatives to a successful outcome

• Solid communicator; capable of effectively presenting ideas and selling concepts and tactics; excellent writer, proven ability to communicate effectively with executives; ability to quickly understand needs and act on those needs; ability to conceptualize and effectuate change management and "out-of-the-box" thinking

• Proven cross-functional influence and well-developed relationship building skills, willing to take a leadership role driving initiatives, working across organizations and structuring approaches to new opportunities

• Ability to effectively deal with ambiguity - can effectively cope with change, can shift gears comfortably, can decide and act without having the total picture, comfortably handles risk and uncertainty in a manner consistent with UnitedHealth Group's core values

• Demonstrated leadership and hands-on experience, solid leader and motivator with the ability to mentor talent within the organization; able to provide work direction; able to attract and retain top talent

Preferred Qualifications:

• Clinical program design, population health and/or management of large-scale clinical operations

• Understanding of Medicaid and Medicare populations, policy, state programs and government businesses

• UnitedHealth Group experience preferred

• Clinical experience (RN, MSN) in a care management or utilization management structure

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you'll find a far-reaching choice of benefits and incentives. The salary for this role will range from $200,400 to $343,500 annually based on full-time employment. We comply with all minimum wage laws as applicable.
