The Technical Product Manager (Grade 28) is responsible for defining, delivering, and scaling data-driven products and platform capabilities that enable business growth, operational efficiency, and improved customer outcomes. This role serves as the bridge between business stakeholders, engineering, analytics, architecture, and operations to transform complex data needs into actionable product strategies, roadmaps, and deliverables.


The TPM owns the end-to-end lifecycle of data products, including data acquisition, storage, governance, APIs, reporting, analytics, and operational use cases. Success in this role requires strong technical acumen, product management discipline, and the ability to influence cross-functional teams to deliver measurable business value.


Primary Responsibilities:

  • Product Strategy & Roadmap
    • Define and execute product roadmaps for enterprise data platforms, data services, APIs, and analytics capabilities
    • Partner with business and technology leaders to identify opportunities to leverage data as a strategic asset
    • Translate organizational objectives into scalable data product capabilities and prioritized backlogs
    • Develop business cases and value propositions for new data investments and product enhancements
  • Data Product Ownership
    • Own the vision, strategy, and delivery of data-focused products and services
    • Define product requirements, user stories, success metrics, and acceptance criteria
    • Ensure product solutions align with enterprise architecture, security, governance, and compliance requirements
    • Drive adoption and utilization of data products across internal and external stakeholders
  • Cross-Functional Leadership
    • Collaborate closely with engineering, architecture, analytics, operations, and business partners to deliver product outcomes
    • Facilitate alignment across multiple teams when solution delivery spans platforms, portfolios, or functional areas
    • Manage competing priorities and dependencies while balancing short-term delivery needs with long-term strategic objectives
    • Serve as a trusted product partner during planning, prioritization, and execution activities
  • Data & Analytics Enablement
    • Partner with data engineering teams to define data sourcing, integration, transformation, and consumption strategies
    • Drive development of operational reporting, dashboards, KPIs, and business metrics
    • Ensure data quality, integrity, lineage, and governance requirements are incorporated into product design
    • Leverage customer and operational insights to continuously improve product capabilities and performance
  • Delivery & Execution
    • Maintain and prioritize product backlogs based on business value, customer impact, technical dependencies, and strategic objectives
    • Participate in planning activities, release coordination, and portfolio reviews
    • Identify delivery risks and proactively drive mitigation plans
    • Monitor product performance and business outcomes, adjusting priorities as needed

Required Qualifications:

  • Bachelor's degree or equivalent experience
  • 5+ years of Product Management, Technical Product Management, Data Product Management, or related experience
  • Experience working with data platforms, data warehouses, analytics solutions, APIs, and large-scale data integrations
  • Experience managing cross-functional stakeholders and influencing priorities without direct authority
  • Demonstrated solid analytical, problem-solving, and communication skills
  • Demonstrated ability to translate business requirements into technical solutions


Preferred Qualifications:

  • Experience with healthcare, healthcare technology, claims, payment integrity, or population health data
  • Experience with data governance, data quality, and master data management principles
  • Experience supporting enterprise reporting, AI/ML, or advanced analytics initiatives
  • Knowledge of cloud-based data platforms and modern data architectures
  • Familiarity with Agile product development methodologies
