The Chief Information Officer (CIO) serves as the health system's senior technology leader and Optum's accountable executive for the Market Performance Partnership (MPP). This role leads the strategy, operations and transformation of the health system's technology portfolio while ensuring Optum delivers on its managed-services commitments. The CIO will stabilize and standardize operations, improve scalability and affordability, maximize talent and technology investments, and enable clinical and operational transformation.
Reporting to the SVP, Health Systems CIO, this leader will drive execution through effective partnership, influence and collaboration across Optum Insight, including Operations, Product, Managed Services, Professional Services, Technology Solutions, Compliance, Marketing, Finance and People teams. The successful candidate will combine business and technical acumen, enterprise-level vision and disciplined execution, communicating effectively with health system executives, Optum leaders and external stakeholders.
Candidates must reside in the Central time zone and be able to work onsite in Waukesha, WI, approximately 50% of the time. The role offers flexibility to work remotely when not onsite.
Primary Responsibilities:
- Serve as the health system's CIO and trusted executive advisor, aligning technology strategy, investment priorities and transformation roadmaps with clinical, operational and financial objectives
- Own the performance, availability, cybersecurity and strategic roadmap for the health system's EHR, ancillary clinical systems, revenue cycle applications, enterprise platforms and infrastructure
- Ensure safe, reliable 24x7 technology operations across the care environment, including resilience, downtime readiness, business continuity and support at the point of care
- Partner with physician, nursing, pharmacy, ancillary and administrative leaders to govern priorities, improve workflows and advance quality, patient safety, clinician experience and financial performance
- Develop, maintain and execute an integrated technology roadmap that aligns investments, capabilities and delivery priorities to enable the hospital to achieve its strategic, clinical, operational and financial goals
- Partner closely with hospital executives to translate enterprise priorities into technology-enabled capabilities, investments and outcomes that advance the health system's strategic goals
- Act as Optum's accountable delivery executive for the managed-services partnership, translating contractual commitments and strategic priorities into measurable execution plans and outcomes
- Lead engagement financial performance, including budget management, productivity commitments, cost transformation, remediation and delivery of contracted value
- Govern the managed-services agreement through clear service levels, performance reporting, change control, risk management, issue escalation and shared accountability for outcomes
- Build, develop and inspire a high-performing global delivery organization with the leadership, capabilities and operating model required to achieve strategic, operational, financial and customer goals
- Coordinate across Optum product, operations, professional services, compliance, finance and people teams to remove delivery barriers and present one integrated, accountable organization to the customer
- Drive continuous improvement, innovation and transformation across processes, tools and delivery capabilities to improve service quality, operational efficiency, regulatory compliance and partnership value

Required Qualifications:
- 6+ years of healthcare operations experience within a healthcare delivery system, including partnership with enterprise executives and leadership of complex, geographically distributed teams
- 5+ years of experience managing budgets, timelines and performance for a healthcare or technology business unit
- 5+ years of IT leadership experience in a hospital or multi-hospital health system, including accountability for 24x7 availability of clinical systems, ancillary applications and infrastructure operations
- 3+ years of direct accountability for an enterprise EHR platform, such as Epic, Oracle Health/Cerner or MEDITECH, spanning operations, optimization, upgrades and/or implementation
- 3+ years of senior leadership experience as a CIO, deputy CIO, senior enterprise account leader, regional hospital CFO, SVP or comparable executive
- Demonstrated understanding of hospital operations and clinical workflows across inpatient, perioperative, emergency and ambulatory settings
- Proven experience partnering with physicians, nurses, pharmacists and other clinicians to define requirements and deliver technology that supports safe, secure patient care
- Working knowledge of healthcare regulatory, privacy and security requirements, including HIPAA, PHI safeguards, clinical downtime and business continuity procedures
- Reside in the Central time zone and ability to work onsite in Waukesha, WI, approximately 50% of the time
Preferred Qualifications:
- Experience as a hospital or health system CIO, deputy CIO or senior IT leader within an integrated delivery network
- Experience leading an EHR implementation, platform migration or multi-site consolidation
- Solid financial and business acumen, including budgeting, reporting, P&L management and delivery of measurable val
- Demonstrated ability to lead complex, customer-focused transformation, manage competing priorities and drive disciplined execution in a fast-paced environment
- Excellent executive communication, presentation and influencing skills, with the ability to build consensus across C-suite, board and cross-functional audiences
- Solid executive presence and proven success leading client-facing, growth and delivery initiatives within highly matrixed organizations
- Proven strategic judgment, problem-solving and process-improvement capabilities, with the ability to make timely decisions as conditions evolve

Pay is based on several factors including but not limited to local labor markets, education, work experience, certifications, etc. In addition to your salary, we offer benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements). No matter where or when you begin a career with us, you'll find a far-reaching choice of benefits and incentives. The salary for this role will range from $159,300 - $273,200 annually based on full-time employment. We comply with all minimum wage laws as applicable.
